Job Summary: Under the authority and supervision of the Finance and Operations Director (FOD) and the Regional Finance Manger, the Finance & Compliance Manager will be responsible for RTI accounting and financial management for the USAID/Uganda Biodiversity for Resilience (B4R) Activity. The Finance & Compliance Manager ensures that national legislation is adhered to, and that the Uganda specific standards are applied in ensuring efficient use of resources with a role to provide finance management support to the B4R Activity. The Finance & Compliance Manager will oversee B4R’s Finance Department and supervise the Finance Officer and Senior Finance Specialist.
Key Duties and Responsibilities:
- Review monthly QuickBooks transactions for accuracy and compliance in line with project’s GL codes, charge codes, and USAID regulations and cost principles.
- Develop and implement strict fraud mitigation practices and ensures rigorous implementation of systems and processes that support financial management and regulatory compliance.
- Prepare and timely submit accurate financial reports, cash management requests, and accruals reports as requested. Be responsive to RTI’s Home Office and Regional Office financial inquiries.
- Oversee the presentation, circulation, filing and archiving of accounting and financial documents as directed by the regional finance control.
- Ensure that transactions are posted weekly in QuickBooks and carry out weekly transaction reviews in QB to ensure accuracy and timeliness of monthly payments to staff, consultants, and vendors.
- Ensures the timely remittances of Pay As You Earn (PAYE), withholding taxes, National Social Security contributions and submit returns to relevant authorities.
- Coordinates with RTI’s local legal and accounting advisors; serves as liaison between local external auditing authorities and RTI’s home office.
- Prepare and submit relevant periodic reports to USAID on VAT or other reports as necessary.
- Identify training gaps and lead financial capacity building exercises for staff and partners as needed.
- Set up a system to monitor the accounts receivables and Accounts payables (AR and AP) of the project to ensure that they are within the advances policy of the project, and proactively following up with relevant staff and vendors to ensure the AR and AP are well managed.
- Liaise with the local bank ensuring smooth and efficient banking services. Manage bank accounts: follow transfers, check balances, check authorized expenses and online transactions.
- Responsible for internal audits and preparing for external audits by USAID and RTI auditors.
- Budget Management: Analyze gaps between planned budgets and actual expenses; Anticipate project financial risks and consult with the FOD and Regional Finance Manager to identify mitigating factors. Calculate monthly resource utilization: cost of each vehicle (fuel consumption, repairs), office utilities in coordination with Logistics and Administration Manager.
- Supervises the Senior Finance Specialist and Finance Officer and undertake regular performance reviews and provide direct feedback when needed.
- Ensure finance team is supported with trainings and capacity building exercises that increase the level of technical ability and skills within the department. Improve information flows within the department and with other departments and projects.
Qualifications, Skills and Experience:
- Professional accounting training of ACCA or CPA Uganda qualification and a professional certification (e.g. CPA, ACCA, or equivalent) up to level 3
- Master’s degree in financial management and 6 years of work experience.
- Bachelor’s Degree in accounting, finance, business administration
- Minimum of 8 years’ working experience in the accounting/finance field
- Five years of experience working for a USAID project.
- Demonstrate attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
- Strong oral/written communication skills and ability to communicate at multiple levels in the organization.
- Excellent financial and analytical skills
- Excellent communication and drafting skills for effective reporting on program financial performance.
- Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts.
- Familiarity with the aid system and understanding of donor and governmental requirements.
- Demonstrate success managing and leading technical and administrative teams.
- Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
- Strong oral and written communication skills and ability to coordinate activities with officials from host country government, US Government, NGOs, and other agencies.
- Strong computer skills: Microsoft Office Applications
- Experience in general business administration and financial management.
- Willingness to travel to the field offices when required.
