PACHEDO FOUNDATION is a development organization duly registered as an NGO with Uganda NGO bureau and has been working in Uganda since 2007. PACHEDO FOUNDATION is operational in the Districts of Gulu, Lamwo, Amuru, Adjumani, Yumbe, Terego and Kole Districts implementing programs in four main sectors of Health/Nutrition, Protection; Food Security and Livelihoods; and climate change/Disaster Risk Reduction. The overall goal of the organisation is responding to humanitarian emergencies and development needs.
Job Summary: The Accountant will be responsible for all aspects of financial management of PACHEDO Foundation, ensuring that all accounting procedures and decisions are guided by policy and adhere to generally acceptable accounting standards i.e. by providing accepted accounting principles and procedures to analyze financial information, prepare accurate and timely financial reports and statements and ensure appropriate accounting control procedures in compliance with international accounting standards and practices.
Key Duties and Responsibilities:
Accounting
- Prepare, examine and analyze accounting records, financial statements, and other financial reports to assess accuracy, completeness and conformance to reporting and procedural standards.
- Assist with analyzing financial statement on a monthly basis and report variances.
- Assist in financial audits, preparing relevant statutory returns and reporting requirements.
- Participate in development of the organization’s budgets and contracts.
- Prepare, maintain and control an up-to-dated fixed asset register for the organization
- Monitor all movement of organization assets from one location to another.
- Perform physical verification of organization assets acquired on a semi-annual basis.
- Check asset usage reports of motor Vehicles, motorbikes and generators
- Liaising with the logistics office to ensure timely procurement of goods and services in accordance with the donor agreements and organization regulations.
- Participate in attending to the needs of the organization’s auditors i.e. Conducting internal audits and strengthening internal controls for projects
- Coordinate with the finance manager in stakeholder management and strategic direction
- Carry out regular reconciliations of the assets, creditors and prepayment
- Prepare quarterly reports and funding reconciliations
- Prepare or check monthly bank reconciliations
- Provide input on all elements of financial policy and procedures.
- Prepare & process the staff payroll and remit all statutory deduction like tax return (PAYE), social security returns (NSSF) and local service tax (LST)
Leadership and management
- Provide leadership to the finance department, ensuring that all accounting staff are competently performing their duties and safeguarding organization funds.
- Develop, review and manage a finance system that ensures timely financial decision making; payment and expenditure controls.
- Responsible for managing the accounting software, payments and reporting systems and assigning rights thereof in the department.
- Develop budget templates for all projects budget and provide support to programs in the use of these templates.
- Help management in developing projects and programs budgets.
- Ensure that all expenditure is in accordance with approved budget and grant conditions. Over and under expenditure must be notified to the Executive Director immediately.
- Support the procurement process providing guidance on budgets and funds available.
- Prepare quarterly and annual reports, financial projections and cash flow forecasts and other periodic reports as required by the senior management, board and the donors.
- Conduct quality checks on reports received, identifying errors and omission and rectifying them.
- Provide clarification on financial reports to donors, management, and the board.
- Prepare requests for fund replenishment to the donors.
- Post inflows from the donors.
- Review all payment requests to ensure adequate supporting documents, in defined areas of work for ease of reference and retrieval.
- Review all payment requests and approval of respective journal s.
- Review all staff accountabilities and claims or refunds.
- Vet and review invoice and other payment vouchers prior to submitting them to the Executive Director for approval.
- File and keep proper records for all payments, accruals and related accounts.
- Maintain healthier communication and correspondence with the Donors in consultation and as delegated by the CEO
- Work with project managers/assistants as well as the programme and project coordinators for periodic fund transfer project fund accounts
- Attend to the needs of auditors and follow up implementation of audit recommendations.
- Lead team to make available financial statements, audit schedules any other pertinent supporting analysis for review as per checklist from the external auditors.
- Prepare for the needs of auditors, participating in pre-audit and exit meetings.
- Ensure that PACHEDO Foundation meets statutory financial obligations and responsibilities to its donors and partners
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor in Business Administration (BBA), Bachelor of commerce (BCOM) or any degree in accounts and finance. With additional training in professional accounting courses such as CPA etc and familiar with recent accounting/reporting software.
