About Sinopec (Uganda):
Sinopec is the EPC contractor an oil field development project in Uganda, East Africa. Part of the project involves construction of a water abstraction platform in Lake Albert which will delivery fresh water via a large diameter HDPE pipeline to the Central Processing Facility (CPF). Portion of the pipeline will be submerged in Lake Albert and rest of the pipeline will be constructed onshore.
The LWA System (platform to KAS-02) part of the TILENGA project consists of the installation of two pumps (one duty pump, one standby pump), installation of the Lake Water Abstraction platform and the approximate 2.3km length pipeline from LWA platform to the KAS-02 well platform for take water from Lake Albert. The pipeline is launched into the lake from the LWA platform through a riser, with about 1,800-meter pipeline at the bottom of Albert Lake and a 500-meter offshore pipeline from the shore at its high-water level to the well platform (KAS-02), and then transmit the lake water to the Central Processing Facility (CPF) from KAS-02.
Job Summary: Sinopec is recruiting a HDPE Pipeline Construction Superintendent with onshore and offshore HDPE pipeline Engineering, Construction and QC experiences for construction of a large diameter HDPE pipeline to transport fresh water from an offshore pump platform on Lake Albert to the Central Processing Facility. Approximately 2 km of the HDPE pipeline will be laid on the lake bottom, with another 9 km of onshore HDPE pipeline. You will be reporting directly to the Construction & Commissioning Manager and will perform a full range of engineering, construction, and quality supervisions from the design to execute phase.
The successful candidate will act as the focal point of the project with regular interface with owner engineering team to resolve technical and construction issues, and direct Sinopec construction team during the construction phase of the project.
Key Duties and Responsibilities:
- Accountability for successful completion of all HDPE offshore/onshore pipeline construction activities including; finalizes the detailed engineering, fabrication and construction of pipelines.
- Coordinate with the offshore pump platform construction team for connection of the submerged pipeline to the platform riser. Hydro-tests owner’s final acceptance checks. Pre-comm and commissioning and of the LWA Network,
- Key accountabilities include directing and coordinating the construction activities, through Construction Engineers & Supervisors, liaison with client project/engineering team and Uganda authorities for the successful execution of the offshore platform and pipeline installation.
- Interface with Sinopec Engineering Department for preparation of the necessary technical documents, specifications, method statements and procedures for the project.
- Provide input and recommendation to improve the engineering and constructability of the LWA network.
- Attend regular interface and coordination meetings with client and other stakeholders.
- Interface with Sinopec Engineering Division, input to the engineering design of the offshore pump platform construction team;
- Input into construction feasibility studies for the project;
- Creating Construction Execution Pan, Construction Methodologies and other related documents;
- Chairing constructability review meetings;
- Providing inputs into schedule and estimates;
- Coordinating and supervising construction personnel, equipment, material and procedures on site;
- Monitoring HDPE construction progress and identify potential risks for H3SE, quality and progress during construction and develop accordingly solutions;
- Prepare weekly progress report to Client;
- Liaise with Sinopec Engineering Division and equipment package suppliers to resolve any technical issues;
- Review environmental impact during construction and address and ESIA issues proactively;
Qualifications, Skills and Experience:
- BS degree in Engineering/Project Management or equivalent field experiences.
- Offshore & Onshore pipeline design and construction experiences are essential. Particularly for large diameter HDPE pipelines.
- Experience in detailed engineering calculation, developing of onshore & offshore pipeline installation Method Statements, process risk management and construction & commissioning methods.
- Recognized expertise and leadership in construction and project management.
- Fluent in the English Language.
- Exposure to multi cultures, backgrounds and environments.
- Good presentation and communication Skills.
- Green and brownfield projects.
