The Electoral Commission of Uganda, also Uganda Electoral Commission, is a constitutionally established organ of the Government of Uganda, whose mandate is to “organise and conduct regular, free and fair elections” in the country, in an efficient, professional and impartial manner. It was established under Article 60 of the Constitution of the Republic of Uganda.
Job Summary: The Election Officer/Field Data Processor will manage all aspects entailing collection, compilation and submission of electronic or material sources of data for districts within the respective.
Key Duties and Responsibilities:
- Serve as a focal person in charge of the Voters Register and other related data issues for the region.
- Liaise with the National Information Registration Authority (NIRA) regional officer on all matters that affect the National Voters Register;
- Appraise, from time to time, the Head of Department responsible for the National Voters Register on continuous registration of voters;
- Act as the lead person in the compilation of text registers for elections of Local
- Government Councils, National Women Councils and Committees; and Special
- Interest Groups or such other data as may be prescribed;
- Ensure adherence to guidelines issued for voter registration, use of equipment
- and archival of any materials thereof in the region;
- Ascertain that all official forms used during voter registration, register display and re-organization of polling station exercises are properly authenticated by the designated officials for subsequent action;
- Participate in the training of field staff on various electoral activities such as in re-organization of polling stations, voter registration or Update and Display exercises;
- Verify, issue or disseminate voter information including Voter Location Slips (VLSs) to voters or the public as per prescribed Guidelines;
- Offer technical support during field activities; and
- Carry out any other official duties as may be officially assigned from time to time.
Qualifications, Skills and Experience:
- The applicant must hold an Honors Bachelor’s Degree in Statistics, Quantitative Economics, Information Technology, Mathematics, Data and Information Science or Population studies or a closely related field, obtained from a recognized University/Institution;
- Good working knowledge in office computer packages; WORD and Excel;
- Good communication and report writing;
- Data cleaning and preparation;
- Data analysis and exploration;
- Statistical knowledge;
- Creating data visualizations;
- Creating dashboards and reports;
- Critical thinking and problem solving skills;
- Strong attention to detail and problem-solving skills;
- Knowledge and ability to manage and execute data management initiatives;
- Project management skills.
- Age: below twenty-two (22) years of age.
