We exist to advocate for the rights of Persons with Disabilities in a unified voice for improved livelihoods.

 

Job Purpose:  The Monitoring, Evaluation and Learning Officer will ensure that quality data is obtained from the program team, supervise data collection, compile a monthly data report, and prepare quality presentations for review meetings while providing data trends to inform decisions. He or she will work with the MEL manager to write donor reports and other reports required by the organization.

 

Job Summary:  The Monitoring, Evaluation, and Learning (MEL) Officer will work hand in hand with the MEL Manager and programme teams. The MEL Officer will be responsible for designing routine monitoring forms, overseeing data collection, compiling, and aggregating data, maintaining databases, generating descriptive statistics, and providing support to surveys and evaluation as well as learning.

 

Key Duties and Responsibilities:

Monitoring and Reporting

  • Support the development and strengthening of monitoring and evaluation (M&E) systems, including the learning and generation of reliable data for results-based management of the M&E unit, and strengthening project implementation.
  • Develop routine monitoring data gathering forms and reporting formats for tracking and maintaining data vis-à-vis the targets in the workplan.
  • Undertake field monitoring and evaluation visits to ensure technical and operational compliance and timely execution of project plans and targets.
  • Support project management with the preparation of timely donor reports to ensure compliance with key project indicators and objectives.
  • Conduct, analyze, and disseminate periodic outcome monitoring.
  • Implement data quality assurance activities according to the M&E plan (e.g., data verification and spot checks).
  • Control for double counting or create beneficiary unique identifiers.
  • Conduct monthly QB monitoring.

Data Management

  • Support in data entry into the management information system and integration of the Geographical Information System (GIS) in reporting Support GIS mapping and the dissemination of MIS/GIS reports.
  • Enhance the use of digital data collection through the use of Kobo, ODK, or other programs.
  • Ensure safeguards and the integrity of data management on MIS and/or other online platforms.
  • Conduct qualitative or quantitative data analysis whenever necessary.

Documentation and Learning

  • Facilitate documentation of results, impact, best practices, and the most significant changes.
  • Document learnings and best practices; disseminate learnings, reports, publications and participate in learning sessions, and ensuring that the lessons learnt are utilized to inform programming and advocacy.
  • Consolidate a culture of lessons learning involving all project staff and allocate specific responsibilities.
  • Document, package and disseminate lessons from the project.
  • Identify and participate in additional networks that may also yield lessons that can benefit project implementation.
  • Participate in the production of quarterly newsletters for the organization while working with the communications Assistant.
  • Perform any other official duties assigned by your supervisor.

Resource Mobilization

  • Support the development of new project proposals, including development of logical frameworks, jointly set realistic and gender-sensitive indicators and targets.

Other tasks and Responsibilities

  • Participate in the organization’s key events and represent the organization in relevant fora.
  • Provide technical guidance, couching and mentoring to staff and volunteers.
  • Support and participate in other programme area activities when required.
  • Ensure that resources under his/her care are properly deployed and utilized.
  • Ensure vulnerable people (aged, youth, women & children) participate in NUDIPU activities.
  • Undertake all necessary actions to protect and promote the image and brand of NUDIPU.
  • Carry out own administrative functions including timely filing and the use of Word for the production of own correspondences and reports.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Biostatistics/statistics, Economics, Quantitative economics, or any other related discipline from a recognized university.
  • A postgraduate diploma in M & E is a must.

Industry Experience.

  • At least three years of working experience in monitoring and evaluation in a busy organization
  • Experience in managing large M&E program and working with persons with disabilities.
  • Experience in data quality assessment and oversight
  • Experience in working with NGOs, INGOs and building the employees’, volunteers and OPDs capacity in data collection, reporting and analysis.
  • Knowledge of the major evaluation methodologies.
  • Good experience of monitoring and evaluation of programs.
  • Strong facilitation skills, and strong understanding of how to collect feedback safely and accurately from all members of a community regardless of their age, gender, or other diversity factors.
  • Computer literate in MS Word, Excel, internet, power point, etc.
  • Excellent knowledge of the use of applications and systems like Kobo Collect and ODK.

Technical and interpersonal skills

  • Ability to develop M&E tools and writing and research skills.
  • Ability to handle multiple tasks, proven self -initiative and problem-solving abilities.
  • Knowledge of disability issues.
  • Comfortable working in multi-cultural settings and the ability to work calmly under pressure.
  • Effective interpersonal skills to work with colleagues, partners, stakeholders, and donors.
