About US:
Trust AIC Foundation (TAF) formerly AIDS Information Centre-Uganda (AIC) is a catalytic not-for-profit Non-Governmental Organisation established on 14th February,1990 to provide Voluntary Counselling and Testing (VCT) services to the population of Uganda.
TAF was the pioneer HIV Counselling and Testing Centre in Africa. Over the last 33 years, TAF has since evolved into a thought-leader in HIV programming, Health Systems Strengthening and Knowledge Management.
Job Summary: The Management Accountant will:
- Take technical lead in the budgeting process and in analysing financial performance, and to provide timely, accurate and relevant information to management to facilitate financial decision making, including decisions on the best use of financial resources
- Provide sound financial management information systems are established and maintained
- Be tasked with budgeting guidelines, as well as annual and other periodic budgets produced in line with AIC work plans and GoU/donor requirements
- Be in charge of financial and other resources are optimized and safeguarded
- In charge of management reports and financial statements are prepared and issued
- Be responsible for cash flow statements and projections accessed, compiled and drawn
- In charge of recommendations made on income and expenditure reports to budget holders
- Tasked with variances between budgets and expenditures established on a regular basis
- Responsible for the sound grants disbursement and management systems are established and maintained
Key Duties and Responsibilities:
- Prescribe budgeting formats and procedures, and provide technical guidance in the preparation of annual and other budgets and cash flow forecasts
- Investigate variances against budgets and provide analysis of differences
- Track the cost of operations in the implementation of various AIC programs and advise top management on necessary actions
- Perform end-of-month analysis of accounts payable, fixed assets and general ledger
- Analyse the implications of financial decisions or financial situation on organisational performance
- Produce timely and reliable management information reports at least on a monthly basis
- Hold monthly meetings with management to discuss the budgetary position and agree on action plans where required
- Monitor cash reserves and investments, and advise on any necessary related actions
- Develop and control a centralised accounting system to ensure that accounts are effectively managed
- Set up and maintain regional reporting systems
- Regularly update the regional offices on their financial situation as per consolidated cash flow position
- Ensure that grants, when available, are disbursed and managed effectively
- Prepare periodic management reports
Qualifications, Skills and Experience:
- The applicant must hold a BCom/BBA/BSc (Accounting or Finance Major) or their equivalent; plus
- At least part 2 of an internationally recognized Professional Accounting Body (ACCA, CPA, CIMA, etc)
- At least five years of experience with a reputable public, private commercial or donor funded organization, 1 of which must have been at a similar level/position and with a donor funded organization
- Good knowledge of budgeting and forecasting issues and techniques
- Knowledge of program planning
- Knowledge of donor financial accounting procedures
