ACORD has been working in Uganda since 1979 with operations in over 25 districts across Uganda. The ACORD-U works in conjunction with people who have been denied their basic rights, helping to better understand, to challenge, and to change the situation in which they find themselves.
About USAID Project:
The USAID OVC West Central Activity aims to attain improved well-being of children and youth through comprehensive interventions that enhance sustainable prevention of new HIV infections and continued care for OVC and their caregivers and expand the access to core services. The project is implemented by ACORD Uganda in 12 districts and 1 City in West Central Region of Uganda.
Job Summary: The Director- Financial Management & Operations will be tasked with ensuring timely, efficient and effective management of OVC-WC Activity resources for timely implementation of project activities in accordance with the ACORD-Uganda financial management manual, local laws, donor rules and regulations. The jobholder will also safeguard the assets (financial and physical) of ACORD-Uganda and USAID against fraud, loss or misuse. S/he ensures that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, Financial Policy, and any cost principles imposed by USAID.
The Director – Financial Management & Operations will support all financial and operational matters within the project, including managing financial systems, generating financial reports, tracking expenses, managing finance and operational issues Regularly assess risk levels and build capacity of finance and administration staff in USG policy and grant compliance. The Director- Financial Management & Operations plays a key role in coordinating project staff in the financial management cycle.
Key Duties and Responsibilities:
Financial and Accounting
- Support the Chief of Party to manage and/or put in place finance management systems that ensure timely financial decision making; payments and expenditure controls by providing leadership and technical support to all project staff.
- Manage all budget, accounting and finance activities including preparation and timely submission of monthly, quarterly and annual expenditures and projections.
- Support decision making with key project personnel by availing relevant and timely financial information and analyses linking project deliverables to financial outlays.
- Ensure appropriate systems and cost effective, timely procedures such as budget and cash management, receivables and payables management are in place to properly disburse, account, budget and report funds.
- Relevant internal controls are in place and are continually monitored and updated.
- Ensure funds expended are compliant with USG regulations and policies, finance management policies, as well as country regulations.
- Provides technical assistance as required to build financial management capacity of local partners and grantees.
- Develop or ensure availability of grant-specific tools for financial management and reporting, for both USAID and internal management needs
- Liaise directly with USAID contacts on financial matters
- Implement and continuously monitor fraud mitigation practices
- Responsible for the preparation and timely attending to the needs of both the internal and external auditors and follow up implementation of audit recommendations.
- You will perform regulatory functions that ensure that ACORD-Uganda meets its statutory financial obligations and responsibilities to its donor by providing support to field office, ensuring ACORD-Uganda scores no less than 80% on all due diligence assessments and spot checks, also prompt statutory payment where no penalties are incurred.
- Support accounting staff to acquire essential competencies in their roles and for performance management by conducting periodic trainings, periodical performance appraisals, training programs, including mentorship and acting roles to build capacity.
Administration & Operations Management
- Manage project operations including office space, equipment and other administrative duties
- Oversee the logistics of the project offices, including management and control of logistics for project activities implementation
- Conduct logistics contingency planning and anticipate potential obstacles, project solutions to mitigate risk and ensure successful implementation
- Ensure that assets, inventories, and supplies are reconciled, documented, and replenished in a timely manner, and that they are used and managed in compliance with USAID regulations and policies.
- Develop and update quarterly and half yearly procurement plans in line with the project work plan
- Manage procurements particularly checking procurement requests against the budget and ensure appropriate processes are followed timely delivery and vendor payments in accordance with USAID regulations and policies.
- Support Human Resources duties, such as trainings to other staff and local subcontractors on USAID financial processes and expense reporting.
- Support HR-related operations of the project team, in collaboration with HR Committee including staff management, safety & security.
- Support management during project start-up and close-out with regard to the project office, bank account, operations and logistics, staff administration, telecommunications etc.
- Support the development of management policies and procedures to ensure efficiency, adequate internal control, quality, and all resources are in place, adhered to, and in compliance with local laws, donor rules and regulations.
- Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the OVC-WC Activity team.
- Address other financial and operational issues related to the project as deemed necessary and appropriate by the Country Director.
Qualifications, Skills and Experience:
- Full Chartered Accountant, with CPA/ ACCA and a Master’s Degree in accounting, finance, business management.
- Ten years of experience managing large multiyear USAID, grants and budgets and will be familiar with all reporting and financial management requirements.
- Seven years of progressively responsible work experience in managing administrative functions including human resources, operations, information systems, security, transportation, inventory, and office management.
- Experience with establishing solid financial management systems, policies and procedures including sub grant management.
- Experience supervising sub grantees, mentoring and coaching them to establish sound systems of sub-grant management.
- Experience in team building skills, mentorship, problem solving and be very decisive.
- Ability to learn and adapt ACORD’s systems for financial management and work closely with Director- Financial Management & Operations. Demonstrated ability in analyzing financial documents, projections, expenditures, and accruals.
- Knowledge of and ability to apply internationally-accepted accounting principles and methods, techniques, and systems of financial management.
- Strong computer skills with proficiency in Microsoft Office applications including Excel, Word and Outlook are required
- Excellent interpersonal and communication (written and verbal) skills
- Strong analytical and problem-solving skills.
- Desired personal qualities include integrity, patience, tact, mature judgment, and strong negotiating and interpersonal communication skills.
- Ability to work well under pressure in a fast-paced environment with shifting priorities and multiple deadlines.
- Ability to exercise sound and timely judgment and maintain confidentiality of sensitive information.
- Ability and willingness to travel In-country, regionally as well as to the US Headquarters.
- Fluency in both written and spoken English
