Job Summary: Cordaid is recruiting a Data Analyst for an anticipated Result Based Financing in Land Tenure and Farming Systems Project, 2023 – 2028. The anticipated project will work in 16 districts and aiming at secured land tenure security and inclusive development of farming systems in 5 regions in Uganda.
Purpose of the position: RBF Data Analyst: This position will be based in the A-GRIP project main office in Fort Portal. You will be responsible for the data quality management and will provide support to the contracted departments, partners and service providers on data collection and reporting. This position will also be responsible for the introduction, training and functioning of the proposed digital RBF data management system. The Data Analyst must have profound experience and up-to-date knowledge and skills in Monitoring & Evaluation (M&E) and Management Information systems (MIS). You must be familiar with the land tenure and food systems data context. S/he must have experience in data management, analysis, reporting and use. S/he should have experience with Result Based Financing (RBF) programs or other livelihoods/economics programs.
The Data Analyst is a key technical and management team member for the project team and will play a key role in strengthening the team capacity and knowledge on RBF data management and reporting.
Cordaid Uganda therefore invites high level experienced professionals to apply for the position of RBF Data Analyst. This position will be based in the Project main office in Fort Portal, with frequent travel to all project sites.
Key Duties and Responsibilities:
Quality and integrity of data collection;
- Monitor the quality of programme data during data collection and encode into the database.
- Provide technical support to field officers to ensure data integrity in data collection, and standard reporting.
- Provide technical support in the implementation of data quality, management and analysis plans.
- Verify the quality of RBF subsidies invoices due for payment and ensure that proper feedback is given to field officers, contracted departments and partners.
Data Management
- Function as the Cordaid Project main office contact person for the development, maintenance and use of the RBF-database system and ensure timely update of the required information on a quarterly basis.
- Analyse and troubleshoot RBF data system user issues to implement a resolution or escalate the case as appropriate.
- Script RBF data collection forms in Open Data Kit (ODK) for mobile data collection and the subsequent monitoring of data.
- Lead the processes for data cleaning.
- Understand and advise on the linkage to the Land Information System (LIS) of the district.
Data Analysis and Reporting
- Produce analysis for ad-hoc and regular program reports.
- Support the team in disseminating institutional learning through presentations, reports and publications.
- Interpret data and provide recommendations based on findings from the analysed datasets.
- Update the programme results for donor reporting every quarter.
Capacity Building
- Provide ongoing training and technical assistance to RBF data system users via email, phone, webcast, and on site as appropriate.
- Facilitate performance review meetings with program staff to enable the teams understand and use data.
- Identify data capacity gaps within staff and stakeholders and design appropriate capacity building plans to address the identified gaps.
Qualifications, Skills and Experience:
- The applicant must hold a University Degree, preferably in Statistics, Computer science, or related field
- At least five years of experience, two of which should be in land tenure and food systems.
- Affinity with and good system data capturing and analysis.
- Ability to pay attention to detail.
- Affinity with advanced land and food systems data software, including cadastral surveying, Geographical Information System (GIS), etc.
- Able to assure confidentiality.
- Ability to work effectively with diverse groups of people.
- Good working knowledge (oral and written) of English language.
