About USAID Project:
The USAID OVC West Central Activity aims to attain improved well-being of children and youth through comprehensive interventions that enhance sustainable prevention of new HIV infections and continued care for OVC and their caregivers and expand the access to core services. The project is implemented by ACORD Uganda in 12 districts and 1 City in West Central Region of Uganda.
Job Summary: The Livelihood and Social Protection Officer is mainly responsible for leading cascading the implementation strategies, monitoring and documentation of socio-economic and social protection services in key program areas to ensure comprehensive HIV Service delivery. The LSP officer will take technical leadership in promoting use of low-risk, and cost but high impact community based economic interventions to diversify and stimulate growth in household income and integrate economic activities with complementary interventions across the USAID-OVC WC project. This includes assisting families in income generation, access to group-based savings and allocating household resources to improving children, youth and caregiver wellness outcomes. She/he will be knowledgeable about evidence-based low cost but high impact household economic strengthening and social protection approaches/strategies that address the different levels of vulnerability.
The Livelihood and Social Protection Officer is responsible for developing, implementing and evaluating activities for Children, Youth and Caregivers in the community under the guidance of the Livelihood and Social Protection Specialist. The job requires the incumbent to plan, supervise and coordinate activities for the project aimed at reducing vulnerability using multi-sectoral approach to improve social economic status of children and youth and their caregivers. The officer will also take charge of the group based social protection Interventions of Parenting, Prevention and ECD to ensure delivery of layered social protection services.
Key Duties and Responsibilities:
- Formulate and implement strategies and interventions to sustainably increase household income-generation and savings among vulnerable households targeted by the project.
- Provide technical and management leadership including designing and implementing technical strategies, programs or tools in specific technical areas related to family-centered economic strengthening.
- Facilitate the integration of Household Economic Strengthening and social protection with other result areas including but not limited to increased access to health and social services for OVC, and their families.
- Identify innovations/strategies in the field of Household Economic Strengthening and social protection and integrate these into on-going project designs to increase efficiency and impact.
- Ensure linkage of OVC households to existing social safety net programs, and supporting the beneficiaries to transition to government and non-government social protection initiatives
- Significantly contribute to work plans, quarterly and annual reports summarizing project results and evidence.
- Provide technical leadership to ensure economic strengthening activities are in line with globally-recognized best practices for addressing needs of OVC, youth and their caregivers.
- Ensure all economic strengthening and social protection strategies are gender-sensitive and promote equitable programming.
- Manage project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
- Provide mentorship and coaching to Economic strengthening and social protection community structures, conduct trainings, and facilitate group interaction as part of project execution toward specific outputs and objectives.
- Work closely with the Cluster Coordinator to coordinate district-based teams to provide comprehensive OVC services
- Equip community structures with skills and resources to empower households and also assess outcomes and impact of HES and SP activities.
- Regularly monitor and maintain relevant manuals, training materials and reports for economic strengthening and social protection activities.
- Work in liaison with the M&E, and capture data on ES and social protection activities
- Prepare accurate and timely reports and success stories on the project to showcase project lessons, and results to contribute to the wider sector and institutional knowledge.
- Coordinate and Track the delivery of targeted Interventions of Parenting, Prevention and ECD to ensure delivery of layered social protection services
- Promote private-sector engagement across all the economic stability activities.
- Profile all children of school going age in OVC enrolled households.
- Monitor OVC school attendance, performance, retention, progression and completion.
- Take lead in mapping of all service providers and prepare the service provider inventory.
- Plus, any other tasks that may be incorporated in the course of the year.
Qualifications, Skills and Experience:
- The holder should possess a Bachelor’s Degree in Entrepreneurship, Development Economics, Community Development, Business Administration, Education or a related field.
- A post graduate qualification in project management will be an added advantage.
- Relevant work experience of managing NGOs community-based children and adolescent health projects specifically HIV/AIDS, livelihoods and child protection.
- Experience in working with Local Governments systems is an added advantage.
- Two years of consistent experience in a technical advisory/support role with an NGO.
- Additional Qualification in Child Protection is an added advantage
- Experience in implementing OVC USAID funded projects.
- Ability to ride a motorcycle with a valid riding permit is an added advantage.
