Reach Out Mbuya Community Health Initiative (ROM) is a Faith and Community-based organization providing holistic care to extremely vulnerable people living with HIV/AIDS. ROM holistically focuses on the body, mind, family, and community wellbeing.

Job Summary: The MEAL Officer will take lead in the monitoring and evaluation of various aspects of the work of ROM and report the results

Key Duties and Responsibilities:

• Take lead in projects Monitoring, Evaluation and reporting of various aspects at Reach Out Mbuya (ROM).
• Participate in the development of sectional work plans and budgets.
• Design, monitor, evaluate tools and revise the program objectives hierarchy and log frame matrix (activities, processes, input, outputs, outcomes, and impacts).
• Maintain and prepare regular reports on databases and provide guidance on ROM’s reporting systems and practices.
• Collect, Enter and analyze the various data collected into M&E databases and ensure proper filling of reports and data collection tools.
• Conduct periodic visits to projects to obtain up-to-date information on operations and implementation of projects, ensure ongoing compliance to various standards such as environmental, legislation, donor and internal polices etc.
• Build capacity of all the staff under supervision and ensure their timely performance appraisals.
• Draft and conduct quality assessments, audits and procedures on projects, data and data sources as well as quality assurance and identify strengths and weakness on existing data collection and management tools.
• Develop monthly, quarterly progress reports and annual program reports in accordance with established guidelines and standard operating procedures.
• Support and observe the safeguarding culture in the organization regularly documenting and reporting identified and potential safeguarding issues to the HR.
• Ensure health, safety, and security in your area of operation, as you promote the vision, mission and the values of Reach Out Mbuya.
• Any other duties assigned by the immediate supervisor

Qualifications, Skills and Experience:

• The applicant must hold a Bachelor’s Degree in Statistics, Quantitative Economics, Computer science, Business Computing and Information Technology from a recognized and reputable Institution.
• A post-graduate training in M&E.
• Five years of experience in social or operational research, research methods, development and management, with proven experience in data entry and analysis, managing M&E systems in NGO setting.
• Computer skills and competence in MS Word & Excel.
• Deep understanding of HIV and AIDS and PEPFAR OVC programing
• Knowledge in statistical analysis and data management packages of MS Access, MS Excel, SPSS and STATA)
