Trust AIC Foundation (TAF) formerly AIDS Information Centre-Uganda (AIC) is a catalytic not-for-profit Non-Governmental Organisation established on 14th February,1990 to provide Voluntary Counselling and Testing (VCT) services to the population of Uganda.
TAF was the pioneer HIV Counselling and Testing Centre in Africa. Over the last 33 years, TAF has since evolved into a thought-leader in HIV programming, Health Systems Strengthening and Knowledge Management.
Job Summary: The Human Resources & Administration Officer will provide human resource and administrative services to the various public health facilities and staff of the TAF (AIC) Soroti Regional Office.
Key Duties and Responsibilities:
- Provide logistical and administrative support to the project including project vehicles, staff welfare, and project premises.
- Coordinate procurement of regional requirements
- Regularly monitor the physical assets of the project to assess their condition, security and state of care, and take or recommend appropriate actions.

- Oversee safety of assets and premises at the region and cluster offices
- Oversee effective use of vehicles and motorcycles and ensure their appropriate maintenance
- Participate in compiling annual budgets of the region in accordance with the financial guidelines
- Monitor staffing numbers and skills in line with the needs of the region and arrange for existing gaps to be bridged through recruitment, training and development
- Coordinate staff appraisals and trainings
- Give technical advice on acquisition, retention and separation of staff of the region
- Manage staff leave schedules
- Update the computerized Human Resource Information System
- Update staff personal files
- Coordinate orientation for all new staff
- Maintain a proper filling system at the region
- Interpret the human resource and administration policies and guidelines to staff
- Participate in recruitment of support staff at the region
- Provide technical support to HRH staff on HR issues
- Develop a computerized data base for HRH staff and ensure its updated
- Prepare and submit periodic reports as required
Qualifications, Skills and Experience:
- The applicant for the Human Resources and Administration Officer job must hold a first Degree in Social Sciences, Development Studies, SWASA, Business Administration, Human Resources or their equivalent. Post graduate training in Human Resource Management, Public Administration, and Purchasing and Supplies.
- At least four years of Human Resource and Administration work
- Grievance and disciplinary procedures, Labour and administrative laws
- Basics of procurement and contract management
