About US:

The Office of Internal Oversight Services (OIOS) was established in July 1994 as an operationally independent office that assists the Secretary-General in fulfilling his internal oversight responsibilities in respect of the resources and staff of the Organization through monitoring, internal audit, inspection, evaluation and investigation. The Office has the authority to initiate, carry out and report on any action it considers necessary to fulfill its responsibilities with regard to its oversight functions.

 

Key Duties and Responsibilities:  Within delegated authority, the Chief of Service, Investigations, will be responsible for the following duties:

  • Manage the OIOS Investigations Division’s Office in Entebbe and other offices responsible for investigations in the Africa region.
  • Assist the Director in formulating and implementing the programme of work related to the investigation of the most serious allegations of malfeasance, mismanagement, waste of resources, abuse of authority or violations of the United Nations Rules and Regulations and administrative instructions, with emphasis on fraud and corruption cases and analyses, including financial crime, complex information technology fraud and sexual exploitation and abuse;
  • Ensure that investigations are carried out in a timely fashion and coordinated within the work of the Service and with other organizations of the United Nations system, as appropriate;
  • Lead, supervise and carry out investigations, especially on fraud and corruption, providing substantive reviews of the drafts prepared by others and ensuring that reports are of a high quality and meet required standards;
  • Undertake or oversee administrative tasks necessary for the functioning of the Services, including preparing budgets, reporting on programme performance in the context of results-based management, evaluation of staff performance (ePerformance) and recruitment;
  • Manage, guide, develop and train staff under his/her supervision;
  • Foster teamwork and communication among staff in the Service and across organizational boundaries;
  • Provide programmatic/substantive expertise on issues relating to investigations;
  • Represent the Division at meetings, conferences and seminars as directed, and acting as the ID/OIOS focal point for liaising with senior management in the UN Regional Service Center in Entebbe (RCSE) and other UN agencies, funds and programmes in the region;
  • Lead team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
  • Act on behalf of the Director during her absence.





Qualifications, Skills and Experience:

  • The applicant for the United Nations Office of Internal Oversight Services (OIOS) Chief of Service, Investigations job must hold an advanced university degree (Master’s degree or equivalent degree) in law or a relevant field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of programs in data analytics, business analytics or data science programs is an advantage.
  • At least fifteen years of progressively responsible experience in investigations including sexual exploitation and abuse, fraud, corruption and other financial and procurement related investigations is required.
  • Experience in investigation management, together with supervisory functions, is required.
  • Experience in an international or multilateral public institution is required.
  • Experience in budget proposals and budget management related to investigations is required.
  • Experience in developing and enforcing investigation related policies and procedures in accordance with jurisprudence and an organization’s legal framework is required.
  • Experience in developing and delivering investigation training and briefings to senior international civil servants is required.
  • Experience in managing investigations into implementing partner procurement and donor funds fraud is desirable.
  • Experience in digital forensics and data analytics related to investigations is desirable.
  • Languages: fluency in English is required. Knowledge of another official United Nations language is desirable.
