Job Summary: The program HSS Program Technical Officer supply Chain provides highly specialized technical and professional leadership to plan, implement, monitor, and oversee selected activities within the Heroes Program related to improving health systems, including health financing, Health Logistics and supplies, human resources for health (HRH), leadership and governance, and institutional capacity building. He or she will lead the supply-chain management improvement for key Reproductive Health related commodities working with other stakeholders at national and sub-national level including the Medicine Management teams. The Program Technical Officer, is also responsible for providing technical assistance and capacity building in health commodity forecasting, quantification, ordering, Storage and use.
Key Duties and Responsibilities:
- Strengthen commodity logistic management, information management and tracking at health facilities through Supervision Performance Assessment and Recognition Strategy (SPARS) implementation, and use of electronic systems such as District Health information system-2 for web-based ordering systems Rx Solutions and open Medical Records System (MRS)
- Ensure the National Logistics Management Information systems (LMIS) is kept up to date at all health facilities within the Heroes Program supported districts
- Determine the training needs including identification of potential medicine management supervisors and develop the modules for capacity building of Health care workers involved in supply chain management within the Heroes Program supported districts.
- Represent the Heroes Program at the national level Technical Working Group (TWG) on Medicines procurement and Management of the Uganda’s Ministry of Health
- Coordinate the adherence to drug policies and regulations related to Sexual Reproductive Health at supported facilities
- Monitor attainment of Supply chain management Performance targets and appraise the systems from time to time
- Develop and maintain databases for all relevant sites, commodities, lead times, reporting histories and supervision visits at all levels
- Liaise with Quality improvement technical program officer to support health facilities integrate Continuous Quality Improvement in logistics and supply chain management to bridge service delivery gaps.
- Support the District Medicine Management Supervisors to effectively improve supply chain issues in the program supported districts
- All other duties as assigned.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor in Pharmacy Supply Chain or other relevant field. A Master’s Degree in Public Health, Supply Chain, or other relevant field is an Added advantage.
- Six years of professional experience public health with a focus on commodities, supply chain management or related area.
- Excellent networking and work relations with the Ministry of Health and health partners in Supply Chain.
- Previous experience in supply chain management is highly preferred.
- Good reporting, communication and representation skills.
- Experience in leading teams and working in a consortium will be an added advantage.
