Job Summary: The Manager Operations will be responsible for overseeing the day-to- day management of the SACCOs core business operations and ensuring sufficient and effective service delivery, proper attention to all SACCO stakeholders-members, clients, staff, regulatory authorities, marketing, Business operations and direct planning, organizing, directing, coordinating, staffing, evaluating daily services delivery to assure that quality services are provided to members in the most cost effective manner and with efficient and up to date methods of deliveries.
Key Duties and Responsibilities:
Direct planning, organizing, implementing and coordinating of the URA Sacco Strategy
- Work with the CEO to cascade the agreed strategy to each business unit targets and goals annually.
- Periodically monitor and evaluate the SACCO’s performance within the agreed goals for effectiveness and its results.
- Identify operational challenges and opportunities and address them; bringing those which are appropriate to the CEO and facilitate discussion and deliberation aimed at resolutions.
- Initiate, implement and review internal control systems to ensure effective and efficient operations.
- Implement strategies to ensure continuous growth of Sacco membership and assets.
- Conduct periodical reviews of existing Sacco products to ascertain viability and submit reports to CEO.
Manage all Sacco Administrative requirements according to Sacco operational policies and standards
- In consultation with relevant departments, ensure proper running of administrative matters of the SACCO are maintained including staff redeployment, logistics, security, surveillance and compliance.
- Develop an assets and liabilities register, securities and ensure fulfilment of requirements for their insurance cover.
- Ensure timely and effective implementation of all decisions taken in meetings and through management letters.
- Allocate all the vehicles to the various sections and maintains record for repairs, fuel, drivers overtime, etc.
- Insures all the vehicles and property maintained and serviced/ kept in good state of repair.
- Prepares monthly report of the sections operations.
- Perform any other duties as may be assigned by the Chief Executive Officer from time to time.
Supervise the Daily Operations of all Sacco activities
- Review all loan applications recommended by the Loans officer and the accountant and take immediate and appropriate action.
- Ensure al savings transactions adhere to Sacco Policies.
- Monitor cash position and recommend remedial actions to CEO.
- Prepare timely reports on activities under the section and submit to the CEO for evaluation and action.
- Ensure maintenance of constant network with all Sacco stakeholders and unions.
- Provide timely response to members and other stakeholders queries and correspondences to ensure effective and productive communication.
- Market the Sacco products to members.
- Ensure that Board and members meetings are held regularly to engender effective institutional communication.
- Document and keep in safe custody all Board, AGM, and management meeting minutes and other records of proceedings for ease of reference.
- Ensure timely and effective implementation of all decisions taken in meetings and through management letters
Manages and develops Sacco Human Resources
- Co-ordinate activities of the Sacco and ensure proper targets and standards are set and achieved at every level of operation.
- To oversee member recruitment activities and review of innovative products and services.
- To deal with Human Resource and administrative issues in the Sacco.
- Analyze the trend of staff performance in the SACCO and advice the way forward.
- Seek opportunities to enhance skills and value to the SACCO and make suggestions for improvement.
- Participate in seminars to keep abreast of the changes and their impacts on the SACCO.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Commerce (options: Accounting, Finance & Banking, Marketing and Insurance), Business Administration, Economics, Quantitative Economics, Statistics, Micro-Finance
- At least five to seven years of experience at Managerial level in Co-operatives, Micro-Finance, Banking.
- Professional membership from relevant bodies ACCA, CPA (U) finalist or recognized equivalent.
- Master’s degree in Business related area.
