Job Summary: The Grants Officer will be responsible for identifying new business opportunities, forming strategic partnerships, and developing strong relationships with internal and external stakeholders. You will drive funding growth to support WaterAid Uganda’s programme delivery.
You will use your creativity and business acumen to conduct donor market research, analyzing Public Health and Climate Change mitigation and funding trends. You will manage the Grants portfolio and ensure effective utilization of resources in alignment with WaterAid Uganda’s strategic plan
Key Duties and Responsibilities:
- Responsible for the end-to-end grants management process, including proposal development, budgeting, contract negotiation, and regular monitoring of grant implementation.
- Maintain strong relationships with donors, providing regular updates on the progress of grant-funded projects, and ensuring compliance with donor requirements and regulations.
- Assist the Business Development Manager in the design, development, and implementation of WAU grants management policies, procedures, and practices, in coordination with the management team.
- Evaluate WAU Partner grant concepts, proposals, and grant agreement/award documents to ensure adherence to established grants management policies and donor requirements.
- Ensure proper negotiation of donor terms and conditions for subcontracts and grants (both cash and in-kind) and review and analyze budget estimates (for cash or in-kind grants) for allocability, reasonableness, and consistency.
- Facilitate processes for subcontract and Partner selection, agreement negotiation, and reporting and coordinates with the Budget holders / Programme teams and Director of Finance to ensure timely disbursement of grant funding to Partners.
- Prepare and submit timely and accurate donor reports, ensuring compliance with specific donor reporting guidelines and standards which should all be used to update the Restricted Funding System (RIS).
- Ensure the proper preparation and execution of subcontracts and grant documents and grant disbursements consistent and compliant with donor policies and requirements
- Work with programme, Policy/Advocacy, Finance, MEAL and other staff as appropriate to develop and provide additional training for Partners if and as needed, such as in budget development, M&E and program coordination.
- Analyze and assess budgetary and financial aspects of grant proposals, recipient financial management capacities and planning for implementation/procurement and cash disbursement needs for grants implementation throughout the life of the /project.
- Assemble subcontracts tracker and grant tracker to include all subcontracts, grants, budgets, special conditions, deliverables, and timelines.
- Serve as an effective liaison between WAU and Partners, provide Partners with technical advice and assistance related to grants administration, including financial documentation and management, procurement requirements and implementation planning.
- Maintain complete and accurate subcontract and grants files in hard and soft copy that should all be uploaded on RIS and in project center in collaboration with the M&E Officer.
Qualifications, Skills and Experience:
- The applicant must hold a degree in Business Administration, Economics, Finance, Accounting, Development Studies or another relevant field.
- At least five years’ experience in contracts, subawards, or grants management
- Experience in grants solicitation or subcontract procurement solicitation or management.
- Microsoft Office Suite proficiency and the ability to operate spreadsheet and word-processing programs at a highly proficient level.
- Should have competency in WaterAid common approaches to work including partnerships, convening, inclusion, systems strengthening, creating behavioral change, and mainstreaming gender and inclusion of youth.
