Private sector Foundation Uganda (PSFU) is Uganda’s apex body for the private sector made up of 230 Business Associations, Corporate bodies and the major Public Sector Agencies that support private sector growth. Since its founding in 1995, PSFU has served as a focal point for private sector advocacy as well as capacity building and continues to sustain a positive dialogue with Government on behalf of the private sector. PSFU is also Government’s implementation partner for several projects and programmes aimed at strengthening the private sector as an engine of economic growth in Uganda.
About World Bank Grant:
Government of the Republic of Uganda has been allocated grant funds (the “Grant”) from the World Bank which are administered by the International Development Association (IDA) (the “Bank”) towards implementation of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, and intends to apply part of the proceeds towards payments for Project Implementation Support services. The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. Private Sector Foundation Uganda (PSFU) is implementing the Project jointly with Ministry of Gender, Labour and Social Development through a Project Coordination Unit (PCU).
Job Summary: The overall objective of the assignment is to be a Relations Officer for the Grantees under your mandate and to support the entire granting processes of GROW Grant Cycle. To ensure that beneficiaries under GROW project comply with stipulated project implementation modalities and GROW requirements. Determining, to what extent the Grantees’ projects are achieving/ contributing to GROW project objectives.
Key Duties and Responsibilities:
- Carry out field visits/site visits to Grantees to identify key project implementation related issues and to provide technical guidance in complying with GROW project implementation methodologies and requirements.
- Undertake capacity building for GROW Grantees in ensuring that aspects of proper accountability and reporting procedures are implemented and adhered to.
- Support the collection, analysis and utilization of project data / information per Grantee.
- Monitor, coordinate and support preparation of periodic project progress reports with adequate input on project performance on outputs.
- Advice Management on strategies for strengthening implementation of projects for the Grantees to ensure that it achieves its objectives.
- Generate specific out puts (deliverables) as determined from time to time in the respective projected work plans for each quarter.
- Preparation of monthly status reports on grantees under your mandate
- Provide support in the screening and pre-appraisal of applications for Support.
- Maintaining accurate and up-to-date records of grant-related activities and documents.
- Where deemed necessary, provide support to intending applicants of GROW Grant during a call for proposals.
Key Result Areas:
- Well-coordinated mechanism between Grantees and GROW
- Good information flow and timely feedback mechanism between Grantees and GROW.
- Well managed complainants handling and solutions to complaints raised by Grantees.
- Capacity building and strengthening of GROW Grantees in assessing and addressing the identified gaps in the implementation of projects
- Ensuring the assessment of performance of projects for Grantees is made regularly and reports guiding Head SDF in decision-making for a specific Grantee is made;
- Ensuring that all documents pertaining Grantees under mandate are clear, well maintained and kept.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s Degree in Business Administration, Commerce, Social sciences, Economics or Education. Candidates with 2nd class upper will have an added advantage.
- Two years of working experience in a similar role or Community development, Private sector development, skills training, credit and or business advisory; Grant Application Support
- Excellent written and verbal communication skills to draft clear and compelling grant proposals and reports.
- Deliver outputs to meet required deadlines; good negotiation and interpersonal skills, ability to relate well with a multiplicity of stakeholders; self-motivated, team worker and demonstrable and unquestionable level of integrity.
- Strong organizational and time management skills to handle multiple tasks and deadlines effectively.
- A keen eye for detail to ensure accuracy and compliance with grant requirements.
- Computer literacy; knowledge of Ms. Office, email and internet is essential.
- Ability to work independently with minimum supervision.
