About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary: The Petroleum Officer Refining will report to the Senior Petroleum Officer Refining & Gas Processing. He/she will be responsible for reviewing refinery designs and standards. He/she will be responsible for supervising the development and operation of refineries in the country. He/she reports to the Senior Petroleum Officer- Refining.

 

Key Duties and Responsibilities:

  • Monitor activities related to the development of an oil refinery.
  • Review the plans and engineering designs of an oil refinery facility.
  • Monitor the design, construction and operation phase activities of an oil refinery.
  • Evaluate and advise on codes and standards for refining facilities.
  • Review technical and periodic progress reports submitted by refinery licensee.
  • Facilitate the development and implementation of operational guidelines and manuals for refining facilities.
  • Support the technical and economic viability review of the proposed oil refinery project.
  • Support the review of the country’s legislation for the petroleum refining and negotiation of agreements for the oil refinery project.
  • Support the licensing process of oil refining facility in Uganda.
  • Support the development of work plans, budgets, and progress reports for the Department.
  • Perform any other duties as may be assigned from time to time by the Supervisor.





Qualifications, Skills and Experience:

  • An Honours Bachelor’s Degree in Engineering obtained from an internationally recognized University or institution.
  • At least one (1) years’ experience in oil and gas process facilities design, development or operations.
  • Master’s Degree in Chemical or Refinery Engineering is desired
  • An internationally recognized professional qualification or membership of an internationally recognized professional body in the relevant areas. Advantage
  • Good knowledge of the policies, laws, regulations, and Guidelines regarding petroleum refining and processing.
  • Innovative and with a proven high level of integrity.
  • Ability to work independently and in a team.
  • Proven track record of outstanding performance.
  • Excellent interpersonal and communication skills.
  • Possess good administrative and negotiation skills.
  • Track record of training and mentoring others.
  • Possesses excellent analytical and problem-solving skills.
  • Ability to work in the field under difficult and stressful working conditions.
  • Proficiency in the relevant computer packages
