About USAID Project:
The purpose of the USAID Learning Activity (ULA) is to further strengthen USAID/Uganda’s performance and improve the performance of its implementing partners, with a focus on collaborating, learning and adapting, in order to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development.
Job Summary: The Data Analyst (Learning) will be responsible for the gathering, management, and storage of data while ensuring its quality and accuracy. The Analyst will also be responsible for the identification of patterns and trends in the data that will enable ULA and USAID to make better decisions.
He/ she will be the technical expert in conducting full lifecycle data analysis to include requirements, activities, and design. He/she will also be responsible for monitoring the performance of the system, identifying improvements, and providing reports. Moreover, the incumbent will ensure the continuity of operations to meet the organizational requirements.
Key Duties and Responsibilities:
- Prepare reports for USAID and USAID stakeholders that effectively communicate trends, patterns, and predictions using relevant data, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts.
- Collaborate with IT professionals, systems administrators, technical staff, and senior management to identify opportunities for process improvements, recommend process and system modifications, and document data and performance.
- Mine data from primary and secondary sources, primarily the USAID/Uganda – Development Information Solutions (DIS), then reorganize the said data into various formats that can be easily read by USAID stakeholders (e.g., reports, infographics, graphs, charts, tables, presentations, briefers, surveys, etc.)
- Use statistical and analytical tools (e.g., Microsoft Excel, Stata, R, Nvivo, SPSS), relational databases, and information management systems to interpret data sets.
- Manage and design the reporting environment, including data sources, security, and metadata.
- Prepare a selection criterion for both hardware and software to be used concerning the integrated system.
- Analyze and interpret trends or patterns in complex data sets to determine discrepancies in data outcomes and advise management on strategic improvement decisions on new systems as per market trends on a quarterly basis.
- Demonstrate the significance of data and evidence work in the context of local, national, and global trends that impact international development and the nonprofit sector.
- Create appropriate documentation that allows stakeholders to understand the steps of the data analysis process and duplicate or replicate the analysis, wherever necessary.
- Develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality.
- Coordinate the data migration exercise with respective stakeholders for timely submission of reports to USAID.
- Run regular predictable and ad hoc reporting from DIS for internal ULA and external use and more intentional analysis of DIS data, alongside other databases, and feed these data reports to ULA Program Advisors to reflect upon and proactively present emerging lines of analysis to USAID/Uganda technical offices.
- Perform additional duties as assigned by the Supervisor & COP or the Employer.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in economics, statistics, computer science, information technology, system administration, international development, or equivalent experience required.
- Two to five years of data analysis experience in methodologies and processes for managing largescale databases.
- Strong analytical, decision making, and problem solving skills to think strategically about the information that will help stakeholders make data-driven business decisions.
- High-level written and verbal communication skills.
- Ability to analyze existing tools and databases and provide software solution recommendations.
- Strong knowledge of systems, networking software, hardware, networking protocols, and database languages such as SQL, R, or Python; Microsoft Excel, Google Sheets; data visualization software such as Tableau, “software as a service” (SaaS) to help gather, measure, organize, and analyze data.
- Ability to work with stakeholders to assess potential risks.
