The World Health Organisation (WHO) is the directing and coordinating authority for health within the United Nations system. WHO is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.
Key Duties and Responsibilities: Under the supervision and guidance of the Operation Officer and in close collaboration with other support structures, the incumbent will perform the following duties:
Logistics and supply chain:
- In compliance with the WHO rules and regulation, based on a comprehensive forecast of the supply needs and in collaboration with the UN partners present (such as the WFP and logistics cluster), plan an end to end, timely provision of quality and adequate supplies, equipment and consumables for the health emergency operations.
- Facilitate customs clearance, reception, transportation, storage and distribution of supplies to affected areas and populations.
- Oversee WHO warehouses and inventory; implement stock control mechanisms.
- Maintain the required stockpiles of essential incident management equipment, e.g personal deployment material, radios, satellite telephones, IT equipment, etc.
- Contribute to the set-up of the health facilities supported by WHO and support related mobile/ambulatory health activities.
- Ensure that water, sanitation, and infection control required activities are in place and up to standards for all health facilities supported by the WHO.
- Undertake regular field assessments to monitor supply management, stock movements and storage conditions.
- Keenly monitor and report regularly to the IMS team, drawing their attention to needs, gaps and problems, and proposing remedial actions.
- Perform any other related incident-specific duties, as required by the functional supervisor.
Procurement
- Advise the head of the WHO country office for informed decision-making on procurement transactions.
- Coordinates the preparation and submission of procurement plans by the various organizational groups of the budget center.
- Prepare and monitor the implementation of the procurement plan ensuring that objectives and priorities are met and on track.
- Evaluate requests from technical units and partners and advise on compliance with the Organization’s rules and regulations.
- Provide the secretariat of the local procurement committee.
- Perform any other related incident-specific duties, as required by the functional supervisor.
Administration and Reporting
- Manage the WHO fleet, including planning and monitoring fleet movements, oversee the maintenance of vehicles.
- Monitor and archive WHO transport documents, including documents from the carriers, the forwarding agent, and the customs clearance.
- Check and certify invoices from the forwarding agents.
- Produce activity reports on demand.
- Perform all other related duties as assigned
Qualifications, Skills and Experience:
- The ideal candidate for the World Health Organisation (WHO) Logistics Officer job must hold a first university degree in Business Administration, Logistics Management, Logistics Engineering, Management, or related field.
- Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring.
- One year of experience, working in procurement services, and logistics services for a programme.
- Experience in supply chain/clearance and customs procedures related jobs, including experience in emergency operations or humanitarian context.
- Experience using Enterprise Resource Planning Oracle systems or similar packages.
- Previous experience in administrative support positions in WHO or another UN agency an asset.
- Demonstrated knowledge of logistics management in emergency context, with proven ability to identify and solve technical problems in difficult circumstances.
- Excellent analytical and organizational skills.
- Excellent interpersonal skills and ability to work under pressure.
- Proven ability to promote cohesive action and convince officials with tact and diplomacy

Remuneration: Remuneration comprises an annual base salary starting at UGX 155,336,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
