Job Summary: The Board delegates responsibility for management and day-to-day operations to the CEO and the CEO has the authority to carry out these responsibilities, in accordance with the direction and policies established by the Board.
Key Duties and Responsibilities:
Provide strategic direction and guidance for effective and efficient flow of all Sacco operations
- Work with the Board to articulate the Board’s role and accountabilities and that of its committees and individual members, and help evaluate performance regularly.
- Work with the Chairman of the Board to enable the Board to fulfill its governance functions.
- With the Chairman of the Board, focus the Board’s attention on long-range strategic issues.
- Manage the Board’s due diligence process to ensure adherence to set plans and advise the Board of any required adjustments.
- Ensuring effective application of the established risk reduction strategies.
- Conduct research, initiate and implement Sacco product development strategies to ensure continuous product growth.
- Lead the Sacco and all staff to deliver all planned and agreed team and individual performance targets to ensure that the Sacco delivers on its annual goals, objectives and all targets.
- Ensure compliance to all statutory regulations and Sacco administrative requirements
Spearhead the Preparation and Implementation of the URA Sacco Strategy
- Work with the Board to determine the Society’s vision, mission, values, and short- and long term goals.
- Work with the Board to monitor and evaluate the SACCO’s relevancy within the common bond, its effectiveness, and its results.
- Keep the Board fully informed on the condition of the Society and on all the important factors influencing its performance.
- Identify challenges and opportunities and address them; bringing those which are appropriate to the Board and/or its committees; and facilitate discussion and deliberation aimed at problem / issue resolution.
- Inform the Board and its committees about market and environment trends, issues, challenges and activities in order to facilitate policy-making.
Management and Administration
- Provide general oversight of all the SACCO’s activities, manage the day-to-day operations, and assure a smoothly functioning and efficient organization.
- Ensure organizational stability through the development and implementation of standards and controls, systems and procedures, and regular evaluation.
- Recommend staffing and financing to the Board of Directors.
- Cultivating the practice of a continuous one-on-one interaction with staff to address their work related challenges as a team and as individuals.
- Ensure matching the Sacco portfolio mix (savings, loans, investments & shares) to determine the daily liquidity of the Sacco.
- Authorizing and affecting all budget expenditures and sign all SACCO Notes, Cheques, and orders for the disbursement of the Sacco funds.
- Ensure a work environment that recruits, retains and supports quality staff.
- Recommend policy directions in keeping with legislation.
Develop and Maintain a robust public relations strategy that link the Sacco to its stakeholders
- Ensure maintenance of constant network with all Sacco stakeholders and unions.
- Provide timely response to members and other stakeholders queries and correspondences to ensure effective and productive communication.
- Market the Sacco products to members.
- Ensure that Board and members meetings are held regularly to engender effective institutional communication.
- Document and keep in safe custody all Board, AGM, and management meeting minutes and other records of proceedings for ease of reference
Develop and manage the Sacco Human Resources
- Spearhead the development and implementation of effective human resource management policies, regulations, procedures and practices.
- Advise the Board on recruitment and placement of competent staff to ensure efficient and effective workflow.
- Develop and recommend HR Capacity building plans and strategies to ensure effective and continuous learning.
- Develop and implement effective performance management systems and practices to engender continuous performance improvements.
- Develop and recommend to the Board competitive performance rewards and incentive packages to ensure it attracts and retains high caliber staff.
Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Commerce, Business Administration, Statistics, Micro-Finance or recognized equivalent.
- Minimum of 7-10 years’ experience at Managerial level in Co-operatives or Micro-Finance.
- ACCA, CPA [U], Qualifications in SACCO operations, Micro-Finance, Entrepreneurship or any other relevant field is desirable
- Masters degree in Business a related area is an added advantage
- Experience in Strategic Planning, Budgeting & Expenditure management
- Experience in Financial reporting
- Experience in Policy formulation and reviews
- Risk Management standards and assurance
- Change Management practices
- Good administrative and public relations skills
- Strong decision making and problem solving skills
- An effective communicator, strong in written and verbal communication skills
- Strong Negotiation skills
- Interpersonal skills
- Good Command of the English Language
- Honest, approachable, Intelligible and Resourceful
- Has unquestionable integrity and strong leadership skills
