Job Summary: This is a new post that brings together the functions of resource mobilization and partnership for the Uganda Country Office (UCO). The Partnership and Resource Mobilization Manager position’s purpose is to deepen collaboration with key stakeholders and provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment. S/he may also serve as focal point and resource for colleagues on specific thematic areas of strategic relevance for partnership development. The key result is to ensure increased resources for the Country Officer, greater visibility for UNICEF and influence in support of its mission.
The Partnership Resource Mobilization Manager is an authoritative expert in the field partnership development and resource mobilization. The position is not only responsible for strategy development and the execution of work-plans but are also responsible for regularly supporting senior management in policy direction and design. Subsequently, it is expected that the staff – on a regular basis – develop original and innovative means to help advance the profession and also tackle highly complex matters that do not follow established patterns.
Under the general guidance and supervision of the Chief Communication, Advocacy and Partnerships and a matrix reporting line to the Chief Programme Management and Evaluation (PME), the post of Partnership and Resource Mobilization Manager is responsible for leading all UNICEF resource mobilization efforts from the private and public sector and supporting broader engagement with business and key influencers in the private sector. S/he will be accountable for developing, managing, coordinating and networking a public and private sector resource mobilization and partnership strategy in support of the Country Programme, including the humanitarian action, and be responsible for providing quality assurance and oversight for the preparation of donor updates, reports and proposals in line with Country Programme Document’s results.
Key Duties and Responsibilities:
- In close collaboration with the Planning Monitoring Evaluation (PME) unit, the incumbent will ensure supervision of donor contributions and will support the Country office grant management in ensuring relevant reporting to the Resource Mobilization Group and to the Country Management Team (CMT).
- The manager will be accountable for coordinating various resource mobilization and partnership channels and activities by establishing and maintaining strategic and long-term partnerships with the public and private sector, locally, regionally, and internationally to drive revenue growth for the Country Programme needs with emphasis on flexible and unrestricted resources.
Private and Public Partnership and Resource Mobilization Strategy and workplan
- Ensure that the Country Office has a well-prioritized and realistic resource mobilization and partnership strategy that will provide resources and partnerships to implement and manage the Country Programme and achieve results for children.
Establish and manage partnerships and networks
- Network and engage with private and public sector donors and partners, whose support is essential to/can assist in achieving the resource mobilization and advocacy objectives of the Partnership and Resource Mobilization strategy. Network is developed, strengthened and maintained with donor landscape, key partner organizations and the UN Country Team.
Private Sector Engagement
- Ensure that UCO engages with businesses and other private sector actors according to the Private Sector Engagement strategy – as part of the broader Resource Mobilization strategy for the country office and global Child Rights in Business Principles.
Partner Agreements, Proposals, Reports and Recognition
- Work with the Chief PME and the Dep Rep Programme in all areas related to alignment of proposals and reports to the CPD results structure, including ensuring quality assurance of proposals and budgets by Chief PME and their final clearance by the Dep Rep Programme before submission to donors.
- Work in close collaboration with the PME and Section Chiefs, oversees the development of timely and high-quality, strategic, and well-presented donor proposal, concept notes, reports, investment cases, donor pitches, briefs and donor visibility materials for both development and emergency fundraising aligned to CPD priorities.
- Provides quality assurance of donor reporting in line with donor conditionalities; ensures high donor visibility in the reporting and, together with the Budget team, facilitates grant and contribution management.
- Oversees the development of donor and partner visibility and recognition strategies and plans in alignment with agreements and donor requirements.
Knowledge management
- Maintain and/or develop appropriate knowledge management and information systems to foster good resource utilization and reporting.
Management and capacity building
- Ensure that the human and financial resources, plans tools and systems for the Partnership and Resource Mobilization unit are both effectively managed and optimally used.
- Ensure that colleagues are pro-actively provided with professional expertise, advice and information on all aspects of resource mobilization and partnership development as required.
Qualifications, Skills and Experience:
- The applicant for the United Nations Children’s Fund (UNICEF) Resource Mobilization Specialist job must hold an advanced university degree (Master’s degree or equivalent) in one of the following fields is required: Business Administration, Marketing, Communications, Fundraising, Management or another relevant technical field.
- *Alternatively, a first level university degree (Bachelor’s degree or equivalent) in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Eight years of relevant professional work experience in partnerships and resource mobilization, including direct responsibility for setting and meeting income targets and familiarity with emergency programmes;
- Solid work experience in international development as well as in international donor and partner relations at country level.
- Proven ability to develop effective long-term strategic relationship with major donors, quality fundraising plans, with appropriate allocation of time and resources, and foresee risks and allow for contingencies when planning.
- Proven ability to implement clear goals that are consistent with agreed strategies, identify priority activities, adjust priorities as needed to meet organizational goals.
- Demonstrated ability to identify and seize new partnerships, innovative models for public and private partnerships and resource mobilization opportunities.
- Knowledge of current theories and practices in international fundraising/marketing, partnerships is a requirement.
- Knowledge and experience of working with UN collaboration and partnerships with IFI’s (World Bank, IMF etc.) is an asset.
- Ability to implement clear goals that are consistent with agreed strategies, identify priority activities and assignments, adjust priorities as required.
- Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders.
- Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
