Job Title: Principal Procurement Officer

About US:
Dairy Development Authority is a semi-Autonomous Agency under Ministry of Agriculture, Animal industry and Fisheries (MAAIE). Dairy Development Authority was established under the Dairy Industry Act of 1998. Dairy Development Authority’s Mission is “To provide dairy development and regulatory services that will ensure increased production and consumption of milk, sustainable and profitable dairy industry sector that contribute to economic development and improved nutritional standards in Uganda.”
Key Duties and Responsibilities:
- Prepare bid documents and invitations to tender for the organization’s procurement and disposal requirements.
- Prepare reports to the contracts committee and the PPDA.
- Prepare procurement plans in line with organizations work plans and budget.
- Provide technical guidance to other departments on matters relating to procurement.
- Prepare contract documents for all procurements of the Authority and assist to improve contract management.
- Preparation of timely integrated monthly/quarterly reports.
- Implement a system for contract management in the procurement process and provide technical support to user departments.
- Implement mitigation measures to curb the risk inherent in the procurement process.
- Implementation Support to user departments to ensure compliance with the law.
- Liaise with users on matters related to procurement and disposal.
Qualifications, Skills and Experience:
- The applicant must hold an Honour’s Degree in Procurement & Logistics Management or an Honour’s degree in Procurement & Supply Chain Management or any relevant Honour’s degree from a recognized University.
- Master’s degree in a related field is a must.
- Profession qualification (Chartered Institute of Purchasing & supplies (CIPS) is a must.
- Six or more years of relevant working experience of which three (3) years continuous procurement experience in a Public Organization.
