Job Summary: We are looking for a suitable candidate to take on the role of Information Technology Manager. Working in a team of two in PSI Uganda office in Kampala, with remote support to field office, you will be responsible for the overall IT operations, security and infrastructure for both PSI Uganda and Viya Health Enterprises Limited. In addition, you shall provide guidance and support in the development of new internal and programmatic digital tools and systems.
Key Duties and Responsibilities:
Provide technical support for Implementation of internal and external facing Business Systems
- Work with end users to define requirements for system development and develop an implementation blueprint based on organizational standards.
- Provide guidance on emerging technologies and industry trends and contribute to the development of PSI Uganda’s digital strategy.
- Management and use of current business systems, ensuring the business systems are used to maximum effect.
- Coordination of new Business Systems development, including collaboration with hired developers’ configuration of datasets and programs, development of analytics, dashboards and reports, setting up security and user roles,
- Provide project management support for business systems implementation to ensure implementation by developers/consultants is delivered within required timelines. Manage communication and expectations throughout the development process.
- Manage the user experience testing processes and ensure feedback from users is incorporated into system development.
- Work with user departments to establish opportunities to utilise existing architecture, or readily available resources, to optimize business processes and program activities.
- Where systems are designed in-house, test and roll out the system, develop comprehensive system documentation, train system administrators and user groups and providing ongoing support.
Provide system administration support
- Supervise the IT Support Assistant, set their annual objectives, monitor their work and ensure that they receive continuous professional development.
- Ensure that the IT support Assistant has the tools and knowledge to complete their work tasks.
- Manage the configuration and operation of client-based computer operating systems.
- Manage Business systems installation and configuration procedures.
- Install and test computer-related equipment.
Ensure Safe Business Systems Operations:
Working with the IT Support Desk officer:
- Manage and update administrate infrastructure, including firewalls, databases, malware protection Uganda software and other processes.
- Monitor the system daily and respond immediately to security or usability concerns.
- Create and verify backups of data.
- Upgrade systems and processes as required for enhanced functionality and security issue resolution.
- Review application logs.
- Contribute to and maintain system standards.
Qualifications, Skills and Experience:
- The applicant must hold an undergraduate degree in Computer Science, Information Technology, Informatics, or a related field.
- CCNA or MCSA certification
- At least three years of experience working in a related position
- Experience with one or more general purpose programming languages including but not limited to, Python, Javascript, JQuery, php
- Experience with using Business Intelligence solutions e.g. Crystal reports, Power BI
- Experience in constructing SQL queries and in querying and injecting data (Using json or xml) to databases via the API
- Experience in working with M&E systems for a wide variety of public health programming.
- Experience in managing large business and/or M&E systems. Ability to ensure Senior Management Team commitment to, and engagement with the IT strategy, and decision making.

- Ability to build capacity on IT technology while taking into account the specific needs of the user, helping them solve their business problems through meaningful engagement with outside vendors and business systems
