Job Summary: The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The Case Management Officer will work in coordination with the case management team to ensure enhanced effective case management and containment of suspected and confirmed cases of outbreak prone diseases.
Key Duties and Responsibilities:
- The incumbent will perform the following duties: To support development and integration of Emergency Medical Teams into emergency outbreak response management operations.
- To develop and implement drills on specific skills that enhance the capabilities of the health workers to act effectively in the event of alert, suspected or confirmed cases
- Develop and implement appropriate trainings to enhance case management and IPC skills among the health workers in selected districts and Rapid Response Teams at national and district levels
- Support clinical management of suspected cases through effective IPC and make appropriate recommendations for action to the District and National Task Force and WHO.
- To support health facilities in upgrading standards and practice of IPC in high-risk districts
- To improve by appropriate means, the availability, quality, presentation and utilization of IPC data and information and to recommend appropriate priority actions to WHO, Ministry of Health and districts
- To use the result of analysis of clinical data to identify priority areas and actions to reduce the risk of amplification of outbreak prone diseases in the health facilities.
- Provide technical support in the areas of training, data analysis and utilization To work alongside repurposed WHO staff in coordination and oversight of the s case management and IPC systems development in collaboration with the Ministry of Health
- To assist the Case management team in the Ministry of Health with the design and implementation of monitoring and evaluation assessments of the implementation of the approved treatment protocol.
- To undertake any other related responsibilities as assigned by the WHO Representative or Team Leader.
Qualifications, Skills and Experience:
- The ideal candidate for the World Health Organisation (WHO) Case Management Officer job must hold a Degree in Medicine with additional training in a clinical discipline or infectious disease management or other clinical disciplines from an accredited/recognized institute.
- Desirable: Master’s level degree in clinical discipline.
- A minimum of five years of relevant experience, combined at the national and international levels in Ebola Virus Disease (EVD) Case Management/IPC with significant exposures to EVD outbreak situations.
- Desirable: Prior humanitarian working experience at field level, with WHO, other UN agencies; experience working in relevant non-governmental or humanitarian organizations. Experience in working in developing countries.
- Thorough knowledge of International Health Regulations (2005).
- Extensive knowledge and skills in case management strategies and WHO guidelines).
- Ability to build capacity in various aspects of programme implementation for Case Managements.
- Ability to establish effective networks and working relationships with people of different nationalities and cultural background.
- Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts.
- Proven ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.

Remuneration: Remuneration comprises an annual base salary starting at UGX 247,693,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
