About USAID UHA Project:
EGPAF is a consortium partner for USAID’s funded Uganda Health Activity (UHA) which aims at helping to improve overall health system resilience and to increase the survival and well-being of vulnerable populations in USAID Uganda priority districts.
Job Summary: The Supply Chain Officer will work to ensure that the clients/communities served under the UHA Project area have access to adequate quantities of good quality essential medicines. S/he will provide oversight of the supply chain; and strengthen systems for supply, ordering, reporting, and delivery tracking at all implementation levels of the healthcare system in the districts and regions of support.
Key Duties and Responsibilities:
- Work closely with MOH/DHT/Regional pharmacists, orients, and mentors health workers on new logistics management tools and facilitates their dissemination to all health facilities.
- Provides technical assistance to the MOH/NMS/JMS through the technical working groups and subcommittees on essential medicines management and procurements and other centrally organized meetings on logistics management.
- Ensures that the supply chain management systems’ activities are incorporated within the RRHs/districts’ work plans and budgets by supporting regional pharmacists /DHTs in the development of medical supplies procurement plans.
- Provides support to assigned RRHs / districts in planning, implementing, and monitoring logistics management interventions.
- Ensures that the technical assistance, capacity building, and pharmaceutical information system activities within the work plans are adequately implemented and results documented in liaison with RPs /DHTs.
- In Liaison with RPs /DHTs, appraises RRH / districts and health facility supplies ordering, reporting, storage, distribution, and documentation mechanisms. Identify the unique challenges that hinder the uninterrupted availability of drugs at the facility level and share with them their activities to improve the supply chain systems.
- In Liaison with the Quality Improvement department, ensures that performance assessments in the areas of logistics records management, supply planning, ordering, utilization, and reporting are done and facility improvement plans are designed and implemented.
- In Liaison with RPs, District Logistics focal persons, and technical area focal persons in the areas of RMNCH, PMTCT, ART, HCT, Laboratory, community services, Nutrition, and TB, ensures that all lower-level facilities are regularly supervised and mentored on logistics management.
- Supports RRHs / district health facilities to timely prepare supplies reports and orders and submit them to appropriate central medical stores (NMS and JMS for public and private facilities respectively).
- Provides relevant feedback to the RRHs / district health facilities on commodities ordering status, stock status, and any relevant information regarding supplies ordering and tracking in liaison with NMS and JMS.
- Provides timely support to district logistics teams and health workers in supplies forecasting, quantification, and orders’ processing and reporting for health commodities required to implement the integrated health services.
- In Liaison with the DHO to support the districts in the formation of district/HSD Logistics coordination teams, share the clearly defined roles and responsibilities of the team, and work on modalities of maintaining the team functionality, performance assessment, and feedback.
- Provides the UHA office with guidance and oversight in the procurement and distribution of Health commodities for the implementation of an integrated health program.
- Carry out any other duties reasonably assigned by the Supervisor.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s degree in Pharmacy.
- Three years of relevant experience implementing and strengthening supply chain systems including procurement management, distribution, and logistics management information systems.
- Experience working with ministries of health and local supply chain organizations in HIV, MNCH, FP, and Malaria programming.
- Experience in coaching Health Care professionals
- Experience in capacity building of health workers and delivery of training programs.
- Good knowledge of the district health system.
- Knowledge of current HIV/AIDS and TB trends, malaria, MNCH, FP, and nutrition.
- Training in computer applications is required plus a good working knowledge of computers with the ability to use Microsoft Word, Excel, PowerPoint, etc.
- Excellent verbal and written communication skills in English, including the capacity to prepare and deliver formal presentations on programs and results and have good Trainer Skills.
- Team player with good interpersonal skills and the ability to work in a diverse social and cultural environment.
- Excellent data analysis skills and ability to think concisely, and critically as well as distill information to lay audience.
- Willingness and ability to travel within the districts of support.
