About US:
The Uganda Protestant Medical Bureau (UPMB) was founded in 1957 as a registered faith based Non-Governmental Organization under the Trustees Incorporation Act (CAP 165) as Registered Trustees of the Uganda Protestant Medical Bureau. UPMB brings together Protestant Churches in Uganda involved in Provision of Health Services. It serves as a link between Government and / or Development Partners and UPMB-Member Institutions and provides support to its members through capacity strengthening, coordination, lobbying and Advocacy, public relations and translation of government policies.
Job Summary: The Quality Improvement/Learning Advisor will support quality improvement initiatives and learning for sustainable, comprehensive, quality HIV/AIDS prevention, care and treatment services through local private sector partners including faith-based health facilities and civil society organizations. The Quality Improvement/Learning Advisor will be providing technical leadership and strategic direction for designing and implementing project learning strategy for integrated quality HIV services. With the Ministry of Health (MOH), the Advisor will support regional team leads to roll out in-service coaching, mentoring, and supportive supervision in QI/Learning for facility-based health care providers. The Advisor will provide methodological support and facilitate the design, content development/adaptation, and delivery of effective learning strategies to positively impact performance. The positions will also lead the team in synthesizing learning from the project for dissemination of results.
Key Duties and Responsibilities:
- Develop and implement a robust framework for continuous learning, collaborating, and adapting for project staff, partners, and PNFP facilities/sites.
- Build capacity of project staff, facility counterparts, and other stakeholders in continuous quality improvement and learning, data collection and management, methods as necessary.
- Facilitate collaborative planning sessions to review project data and adjust programming as needed.
- Coordinate knowledge capturing, sharing and strategic learning to speed innovation and bring new innovations to the project.
- Promote forums which facilitate collaboration, learning and action as a result of this information among these actors.
- Provide capacity building to partner members and clinical service delivery partners on knowledge management, actionable learning and adaptive management approaches.
- Other duties as assigned.

Qualifications, Skills and Experience:
- The applicant must hold a Postgraduate degree in public health or related field
- At least five years of experience in project collaborative learning on large donor-funded international projects.
- Basic degree in a health related field, Development, or health management systems.
- Demonstrated expertise in HIV prevention, care and treatment and health systems strengthening.
- Demonstrated skill and experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making, agreed upon action items/priorities, and strong outcomes.
- Expertise in working with a variety of stakeholders including faith-based organizations, civil society organizations, and government officials.
- Demonstrated experience in qualitative data collection, and experienced in using key informant interviews, focus groups, and interactive tools to generate qualitative information and learning from the data;
- Prior experience with USAID funded activities, including strong conceptual knowledge of Quality Improvement, Collaborating, Learning and Adaptation (QI/CLA).
- Experience in strategic planning, project design, institutional learning and/or knowledge management.
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with regional/district MOH, representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
- Fluency in English in both oral and written communication.
- Advanced skills in Microsoft Office.
- Ability to travel within Uganda
- Willingness to support UPMB’s mission.
