Job Summary:  The Local Partner Capacity Officer (LPCBO) will be responsible for development and implementation of capacity building plans to strengthen the institutional and technical capacity of WV’s local partners to deliver quality Child Protection response and prevention services. This will include monitoring the progress of local partner towards set capacity development targets, monitoring compliance of the local partner against donor and sub-grantee agreements including ensuring agreed deliverables are achieved within the set timeliness. The He/ She will act as the main focal point person for the local partner and will be responsible for monitoring and ensuring activities are implemented timely.

 

Key Duties and Responsibilities:

Training & Capacity Building

  • Plan and conduct a local partner capacity assessment with attention on child protection with support from the Child Protection specialist/technical staff.
  • Develop and implement a capacity building plan based on the results of the local partner capacity assessment and monitor progress of the local partner.
  • Contribute to the development of training and learning modules and mentoring and coaching tools for the local partner.
  • Plan and take lead with support from the technical specialists in trainings of the local partner in technical project components, including Child Protection, Minimum Standards and safeguarding, etc.
  • Mentor and coach the local partner’s child protection staff as they take over increasingly more case management activities.
  • Ensure that all necessary requirements for successful training sessions are prepared in a timely manner including material, equipment, venue and transportation in coordination with the local partners.
  • Brief and update the partner staff on WV Uganda partnership principles and effective partnering strategies.
  • Work with technical colleagues to develop and adapt training materials (handouts, presentations, etc.) and tools to monitor effectiveness of trainings, including pre and post-tests for all trainings conducted for the local partner.
  • When needed, work on updating training material, modules and tools, develop facilitation guides for the local partner.
  • The Local Partner Capacity Building Officer will ensure proper documentation of all training and capacity building sessions, keep track of the attendance sheets, training reports, training tracker and fill in the training database for all trainings conducted for the local partner.

Compliance with Sub-Grant Agreement

  • Ensure compliance of the local partner to their subgrant agreements, and monitor that they are meeting the agreed upon performance targets on time, on scope and on budget.
  • Compile and organize the necessary paperwork to ensure timely reimbursement/ payment of the local partner in line with their sub grant agreement to ensure continued service delivery.
  • Maintain a filing system to document local partner’s activities, success stories and administrative issues.

Partnership development & management

  • The Local Partner Capacity Building Officer will maintain regular contact as the focal point with local partner to establish a relationship based on trust and reciprocal respect and to ensure their regular involvement in World Vision’s activities including review meetings.
  • The Local Partner Capacity Building Officer will take lead in monitoring quality of implementation by local partners and provide recommendations to address gaps where appropriate.
  • Contribute in developing work plans and benchmarks with the local partner.
  • The Local Partner Capacity Building Officer will participate in the mapping and assessment of local partners working in the target area and building relationships with them.

Representation and Coordination

  • Work closely with local government officials, local CSOs and NGOs, local religious leaders and others to ensure support for and acceptance of World Vision.
  • Maintain close working relationships with the donor, other humanitarian and development organizations, and local partners, including representing World Vision local coordination meetings as required.

Resource mobilization and project development

  • Contribute to project design and development of quality project designs, concepts and fundable proposals for Child Protection in Emergency activities.
  • Carry out assessments as required in the response area and map- activities of the local and international partners.

Qualifications, Skills and Experience:

  • The applicant for the World Vision Local Partner Capacity Building Officer job must hold a Bachelor’s Degree in Social Work and Social Administration, Psychology, Science in Social Science, Public Health, Development Studies, Human Rights or related field
  • Two to three years of professional experience in Protection Child Protection programming, preferably in an emergency context associated with capacity building roles or expertise.
  • Three years of relevant technical and business work experience.
  • Strong background in Humanitarian coordination with prior experience implementing UN funding.
  • Clear understanding of gender, human rights, and issues surrounding violence against children.
  • Solid knowledge about capacity building approaches and working modalities
  • Demonstrated experience facilitating trainings and workshops
  • Excellent facilitation and communication skills
  • Relevant experience working within a partnership agreement and/or a network including national organizations.
  • Positive and professional attitude, including ability to work well in a team setting
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Excellent computer skills including MS Word, Excel and PowerPoint
  • Demonstrated ability to undertake high-level representation with donors, and government officials.
  • Experience delivering results and multitasking
  • Demonstrated expertise in fostering program learning, monitoring and evaluation
  • Fluent in English
