Yalelo (U) Limited is a tilapia fish farm that was established in Uganda in 2019. The farm is located in Butembe, Buikwe district on the shores of Lake Victoria. Yalelo Uganda is a subsidiary of First Wave Group B.V; a Dutch company with a portfolio of aquaculture related assets in Africa. First Wave Group owns and operates Yalelo Zambia, a pioneer of Aquaculture founded in 2011 that has grown quickly to become the leading fish farm in Zambia and among the largest aquaculture farms in Africa.
Job Summary: The Learning and Development Officer will be responsible for equipping staff with the knowledge, practical skills and motivation to carry out their work activities effectively. He/she will take a strategic approach to training, assessing the skills and knowledge within an organization and determining what training is needed to grow and retain these skills.
Key Duties and Responsibilities:
- Manage the activities pertaining to the area of learning and development, from skill/training/learning needs analysis, training design, training deployment, training evaluation (evaluate training and development programmes, and prepare reports for management in areas such as usage, engagement, and performance) and training coordination.
- Manage processes in the area of performance management (performance appraisal and promotion) providing support and guidance to colleagues, staff members and managers.
- Uploading and maintaining content onto company L&D systems, websites or portals, and/or working documents.
- Handling enquiries about specific L&D initiatives coming from learners, trainers, other business stakeholders and redirecting when appropriate.
- Plan and assess the return on investment of any training or development programme, considering the costs of planned programmes and keeping within budgets.
- Develop effective induction programmes for new staff, apprentices, and graduate trainees in line with the overall objectives.
- Monitor and review the progress of trainees through appraisals, questionnaires, and discussions with managers, and provide trainees with timely and constructive feedback.
- Contribute to the development and review of new and existing policies, procedures, guidelines, and work instructions in the areas of learning and development and/or performance management.
- Interpretation and implementation of the Staff regulations and implementing rules, in the areas of learning and development and/or in the areas of performance management (annual performance review and promotion exercise).
- Manage and monitor vendor contracts, budgets and expenditure related to Learning and Development activities.
- Any other tasks related to his/her area of work as requested or any other task as assigned by the supervisor.

Qualifications, Skills and Experience:
- The applicant must hold a bachelor’s degree of Human Resources Management, Industrial & Organizational Psychology, or other related discipline, with at least 3 years of professional experience or a Diploma in the same
- Five years of professional experience.
- Thorough working knowledge of existing labour laws, regulations, and operating guidelines.
- Organizational and planning skills to manage your time and to meet deadlines and objectives.
- Good time-keeping skills and the ability to multitask to enable you to effectively manage training schedules.
- Proactive, enthusiastic, and innovative approach to work to enable you to make your work interesting.
- Personal commitment to improving your own knowledge and skills and a passion for continuing learning and development.
- A flexible approach to work and an understanding of how diversity and inclusion influences the planning and delivery of training.
- Must be adept at problem-solving, including being able to identify issues and resolve programs in a timely manner.
- Strong interpersonal skills that enable you to work with people at all levels of an organization, motivate others and change people’s attitudes when necessary. Written and spoken communication skills that allow you to inform and advise others clearly.
- Strong analytical skills to identify training needs and learning gaps.
