About US:

African Network for the Care of Children Affected by HIV/AIDS (ANECCA) was awarded the USAID Local Partner Health Services-Karamoja (LPHS-Karamoja) project Cooperative Agreement No. 72061722CA00001 (October 2021 – September 2026) to implement a comprehensive TB/HIV activity in Abim, Kaabong, Karenga, Kotido and Moroto districts, Karamoja region.

 

Key Duties and Responsibilities:

  • Design, Plan and monitor the implementation and/or extension of various ANECCA-Uganda WAN/LAN hardware and software as per ANECCA-Uganda ICT Strategy and policy guidelines
  • Develop, review and validate ICT policies pertaining to hardware and network, Information security in line with ANECCA-Uganda strategic objectives
  • Monitor the implementation of warranty and non-warranty repairs, and preventive maintenance (PM) of all ANECCA-Uganda IT Hardware and certify that services are delivered in line with the best IT practices and ANECCA Policy guidelines.
  • Develop guidelines on network usage, administration and security mechanisms in order to certify that network performance and level of availability that conforms to ANECCA set standards and IT policy guidelines.
  • Prepare annual budgets for IT in line with ANECCA Uganda’s financial guidelines.
  • Design backup strategies, and Disaster recovery plans that aid business continuity in line with ANECCA Uganda’s Program Objectives and IT policy guidelines.
  • Administer On-premises Active Directory and Azure AD in a hybrid cloud environment in line with IT best practices and ANECCA policy guidelines.
  • Monitor the maintenance of inventory of all ICT equipment through proper documentation of problem logs and audit trails in line with ANECCA Uganda’s standards and IT policy guidelines.
  • Maintain, and update the ANECCA-Uganda Web site in line with the ANECCA Uganda program objectives.
  • Maintain an up-to-date fixed asset register for the LPHS-K project in line with the donor and organization asset management guidelines
  • Maintain efficient and effective acceleration of different ICT software and systems not excluding DHIS2, Uganda EMR, Rx-Solution in line with the expected operational procedures.
  • Respond to queries to the IT help desk in line with ANECCA Uganda program objectives.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree in Computer Science, Information Technology, Mathematics or related field.
  • Professional Certifications in the areas of Information Technology and Computing: CCNA, MCSA, CompTIA Network+, CompTIA A+, ITIL is an added advantage.
  • A minimum of six years of professional experience in designing and implementing IT projects with a reputable non-Governmental organization: administering, build and maintenance of windows Server 2019 OS, Windows 10/11, Mac OS, Linux, TCP/IP LANS with technology users.
  • Demonstrated experience with Azure cloud services including Microsoft 365, Exchange Online, SharePoint customization, Mobile device management (Intune), Power Automate, etc.
  • Experience with applying Hyper-V virtualization technology, IT Help Desk support, Solid understanding of the business of IT service delivery, Microsoft Office Suite.
  • Familiar with web content management systems, particularly WordPress and Relational Database management systems, including MS SQL server and PostgreSQL.
  • Knowledge of information security practices and international standards.
  • Proven ability to manage multiple projects simultaneously while paying strict attention to detail.
  • Advanced problem-solving skills and the ability to correctly determine proper course of action needed for safe and efficient resolution to any technology issue
  • Demonstrated ability to perform assigned work independently, prioritize user requests and escalate appropriately maintain confidentiality for all project and staff proprietary matters
  • Excellent written and verbal communication skills to a variety of audiences (management, peers, users), interpersonal skills. Ability to work in a collaborative environment
  • Relevant experience with USAID-funded programs and knowledge of USAID rules, and regulations strongly desired
