LWIU is an affiliate of Living Water International based in Houston, Texas, USA that was founded in 1990 and currently works in over 20+ countries across Latin America, the Caribbean, Sub-Saharan Africa, and India. LWI Uganda runs an integrated Water Sanitation Hygiene (WASH) program in South Western Uganda & we partner with other like-minded organisations to provide safe drinking water, Community Mobilisation & Gospel Proclamation, Sanitation and Hygiene Promotion to communities across Uganda.
Job Summary: LWI Uganda is looking for a passionate, experienced, engaged, and competent Ugandan to fill the position of Finance Manager. This position is part of Senior Team and reports to the Country Director.
Key Duties and Responsibilities:
Financial Management & Accounting
- Maintain a set of complete and accurate financial records, including all relevant supporting documentation for each project;
- Manage the day-to-day functioning of the finance section, including cash disbursements, cash receipts, banking, collection and payment of relevant taxes to the authorities and other finance-related tasks;
- Establish an effective filing system that provides easy access to finance-related information and proper documentation of all financial and contractual transactions;
- Ensure balance sheet accounts are reconciled with supporting documentation;
- Ensure financial management support is provided in accordance with established LWI and donor policies and regulations and that LWI computerized accounting system (QuickBooks) is maintained;
- Assist in the upgrading of financial procedures when required and contribute to the overall financial development for the attainment of its long-term strategic objectives;
- Ensure accounting procedures and policies are being adhered to and assist in the design of internal controls exist to reduce financial risk;
- Provide timely financial management information and advice to the Country Director;
- Prepare monthly reconciliation report and submit to Country Director;
- Monitor and report on project and country office income and expenditure;
- Prepare and implement standard LWI policies on finance, cash disbursements and ensure Internationally recognised Standard Accounting Practices are observed;
- Assist the Country Director in preparation for external audits and prepare responses to auditors;
- Accurately record and file all financial transactions on project’s operations;
- Establish or modify financial procedures: e.g. receipts, payments, disbursements and bookkeeping, filing procedures;
- Ensure an efficient financial flow process and timely payments for the goods and services required for the implementation of project activities.
- Oversee budget preparation and on-going budget management including monthly Budget vs Actual Report.
Administration
- Ensure Assets Vehicle/Machinery insurance and fuel cards are credited timely in accordance with agreed limits
- Review vehicle logbook for mileages to ensure proper utilization of fuel
- Participate in the formulation of the company’s administrative policies;
- Undertake any other ad-hoc projects as directed by the Country Director.
- Monitor/Supervise the procurement process and ensure compliance to the policy.
Team Supervision and Management
- Participate in recruitment of staff and volunteers for finance in line with the HR policies.
- In liaison with HR ensure direct report job profiles are up to date.
- Participate in performance management process by ensuring team objectives, Individual development plans and reviews are done in the HRIS as scheduled.
- Promote team welfare, productivity and teamwork.
- Prepare operation and maintenance manuals for the water supply systems.
- Ensure staff health and occupational safety standards are followed at all times during drilling process.
- Advise families on the selection of appropriate water treatment systems, latrines, and home accommodations, providing budget estimations for these systems and guaranteeing compliance with the quality standards established for construction of these systems through monitoring and following up.
- Request purchase of materials and equipment that are necessary for the construction of the water systems and/or sanitation facilities.
- Perform the burn rate analysis with their respective blocks of consumption for each project.
- Accompany the people in the community in the discussions about promoting the means and payment for consumption.
- Prepare periodic activity development reports in addition to other specific reports as shall be required from time to time.
- Promote gender equity in the different activities in each one of the stages of the project.
- Ensure all LWI fleet are maintained, and log sheets updated.
- Ensure that assigned resources (human and material) are effectively and efficiently utilized.
- Coordinate government or state institutions, privately, that supervise the areas of work.

Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Finance, Accounting or other appropriate discipline in the relevant field
- Post graduate Professional training in either CPA or ACCA or PMD certified.
- At least five years of relevant financial and grants management work experience.
- Experience in supervising several roles is required.
- Strong communication and negotiation skills.
