About the Role
GOAL is currently seeking to recruit a Compliance Officer based in Kampala. If you are familiar with working within the international development aid sector and have a strong background in the areas mentioned, then this role is perfect for you!
The Compliance Officer will be responsible for planning, directing, and coordinating GOAL’s activities to ensure effective compliance with internal policies and procedures and with rules and regulations of its donors with the ethical and normative standards that are required and applicable in Uganda national legislation.
Qualifications, Skills and Experience:
To be successful in this role, you will need:
Essential
- Bachelor’s degree in finance or business Administration (Accounting), Commerce (Finance/Accounting)
- ACCA/CPA at least level 2.
- Minimum years (2) years’ experience in a similar role
- Knowledge and experience in donor rules and regulations, financial or audit.
Desirable
- Experience in Anti-Terrorist Check-ups and other sanctions on lists required by different donors and/or management of automated systems on this subject.
- Experience in verification of compliance with internal control policies and procedures with emphasis on the areas of Logistics, procurement, finance, partnership, human resources.
- Experience in compliance review of reports submitted by Sub-Agreements signed with partners and preparation of reports.
- Experience in support for compliance reports and/or internal audit of different areas such as Subsidies, Human Resources, Purchasing, Inventories, Distribution, control of advances for activities and travel expenses.
- USAID project experience
Key Duties and Responsibilities:
The key responsibilities of the role will be:
- Gain understanding of GOAL and donor requirements from the proposal process to the final project audit.
- Gain understanding of internal procedures as well as donor requirements related to procurement, finance, partners, etc.
- Acquire knowledge and keep GOAL Uganda Program staff informed, emphasizing compliance risks.
- Continuously acquire knowledge of specific donor requirements and understand the type of analysis that donors perform when conducting audits, with emphasis on USAID/BHA, ECHO, EU, Water share, Charity water, Irish Aid, Norad, MCF and other donors specific to the GOAL Uganda program.
- Make quarterly compliance reports, based on the quarters assigned by HQ, through the review of transactions, use the standard GOAL format and submit it to the HQ compliance department for review. The quarterly report requires substantive reviews of transaction documents in relation to Human Resources, Procurement and other areas that represent risks, to ensure that GOAL’s processes/procedures have been applied and that there is an audit trail.
- Keep a record of all action points and recommendations from quarterly reviews and present it to the Systems Director, socialize it with the appropriate areas, and develop joint plans for closing findings and follow up until they are cleaned up.
- Follow-up to the Risk Register of GOAL Uganda and ensures quarterly reviews.
- Follow-up to findings and action plans from HQ’s internal audits and the Consolidated Finding List (CIL)
- Collaborate with the Systems Management for the implementation and updating of internal procedures required by HQ
- Train the HR and Systems staff in Compliance with the rules and regulations of Donors, System for Anti-Terrorist Check and other sanctions, national legislation of Uganda and others that may be assigned.
- Advise when required to the different areas within the organization, including finance, procurement, logistics and programs, on various issues related to the requirements of the donor and GOAL throughout the duration of the project. This will include advising at the proposal preparation stage, signing an agreement, establishing partnerships, during implementation (especially in relation to procurement) and at the reporting stage to ensure that specific donor requirements are being considered.

General description of the country programme:
First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.
GOAL Uganda has a skilled team of approximately 120 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Fortportal, Moroto, Hoima, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
