Job Summary: The Legal Officer – Litigation will provide legal advice and support to the litigation unit for the safeguarding of UETCL interests.
Key Duties and Responsibilities:
- Advise UETCL on high-level complex legal and factual matters with major implications for contracts/relationships between UETCL; consultants; contractors, as well as, for UETCL’s financial resources across the Company.
- Represent UETCL’s financial interests and reputation in challenging, and sometimes novel disputes across a multitude of subjects requiring creative, innovative, and flexible solutions – which are likely to have a substantial impact on UETCL’s financial resources; service delivery, and/or policy.
- Monitor, evaluate, and advise on risk exposure; compliance; policies; legislation; service practice, and/or provisions affecting UETCL, as well as, making recommendations for improvements/efficiencies and guiding implementation.
- Make decisions that have a major impact on UETCL’s provisions; resources; revenue; related organisations and other members of the public, together with trusted responsibility for financial resources, allocation, and management within the Company.
- Attend various regional Courts and Tribunals and work remotely from, disagreeable and/or difficult surroundings/conditions – as required.
- Apply knowledge and discretion across highly complex, new and diverse problems (following UETCL policy and procedures), which require advanced/high-level skills and excellent working knowledge of UETCL’s IT and accounting systems, as well as, high-level specialist & up-to-date knowledge/experience of statute; relevant case law; landlord & tenant matters; the Civil Procedure Rules; court and litigation processes; property law.
- Advocate for UETCL in legal proceedings & mediations.
- Manage individual caseloads, as well as advise on organization-wide policies/provisions/practices; make decisions with significant implications for UETCL’s financial interests and reputation, as well as, for engagement with stakeholders; related organisations, and the public.
- Draft formal/complex Court documents, and applications and prepare legal bundles.
- Advocate for/represent UETCL in legal proceedings before the regional Courts and the First Tier Tribunal (Property Chamber).
- Ensure the litigation process is in line with statute, best practices, and UETCL’s standards and skillfully negotiate claims/disputes to a successful outcome.
- Conduct factual investigations, as well as, procedural and legal research using specialist practitioners’ textbooks, resources & databases (Common Law, The Constitution of the Republic of Uganda, etc.)
- Work with the Litigation Manager to monitor and evaluate policies and service practices affecting the whole directorate, as well as suggest and manage implementation of recommended changes.
- Deal with complex, technical disputes, challenges, and staff’ enquires.
- Keenly monitor the Pre-Action Protocol and Court Issue Process.
- Foster strong inter-departmental partnerships and working relations across the UETCL; key internal/external contacts, colleagues, and consultants

Qualifications, Skills and Experience:
- The applicant must hold a bachelors’ degree with honors in Law from a recognized institution.
- Must have a Post Graduate Diploma in Legal Practice.
- Must have a valid practicing certificate
- Three years of experience of as a practicing advocate and in handling commercial transactions.
