About ReLAB-HS:

The USAID Learning, Acting and Building for Rehabilitation in Health Systems (ReLAB-HS) is a global activity that supports the development of health systems that are responsive to the growing needs for rehabilitation within populations. Comprised of five international partners with expertise in health systems, implementation science, and service delivery innovations, we seek to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation, including assistive technology. ReLAB-HS focuses on integrating rehabilitation and assistive technology services across all levels of care within health systems. ReLAB-HS is seeking for a consultant to undertake the national rapid assistive technology assessment (rATA) in Uganda to determine needs, unmet needs, current sources and funders of assistive technologies and products.

 

The Rapid Assistive Technology Needs assessment (rATA)

The Rapid Assistive Technology Needs assessment (rATA) is the World Health Organization (WHO) interviewer-administered, population-based survey tool, divided into seven sections designed to gather basic information on factors such as demographics; needs; demand and supply; user satisfaction; and recommendations. The tool collects a number of variables including variables on population socio-demographic characteristics, functional difficulties, assistive products need and use a population-based survey to determine needs, unmet needs, current sources and funders of assistive technologies and products.

Objectives of assessment

  • To identify need and unmet need for assistive technology in Uganda.
  • To identify barriers to accessing assistive technology in Uganda.
  • To determine user satisfaction with assistive technology in Uganda

Relevance of the assessment

The rATA was developed as part of a WHO Assistive Technology Assessment (ATA) toolkit to make a comprehensive assessment of the situation for AT provision in different contexts. Data gathered through the rATA can:

  • Inform new strategies to improve access to AT;
  • Reveal to governments and civil society the unmet needs for AT;
  • Provide data to help plan or prioritize and plan AT provision;
  • Help design and deliver interventions to improve access to AT;
  • Help evaluate the effectiveness of efforts to strengthen access to AT, or to measure progress towards AT targets.
  • The rATA complements the ATA-Capacity assessment, which helps stakeholders understand preparedness to respond to unmet needs for AT.
  • The rATA can also be used to help understand how the main variables (AT need, use, supply, satisfaction etc) vary by:
    • Type and level of functional difficulty;
    • Age, sex and other basic sociodemographic characteristics;

 

Scope of the assignment and responsibilities: The consultant will be required to lead on all the tasks below in consultation with ReLAB-HS, Ministry of Health and national rATA steering committee

Responsibilities before the survey

  • Work in collaboration with the national rATA steering committee to develop the activity implementation deployment plan
  • Revise and update national rATA deployment plan based on guidance from the national rATA steering committee
  • Obtain necessary official clearance and approvals for rATA survey deployment in the country and at necessary sub-national levels
  • Conduct necessary adaptation and testing to the survey prior to data collection
  • Lead the design of the in-country survey enumerator training workshop including adapting training materials
  • Organize and deliver the workshop in country for all enumerators to acquire the necessary knowledge and skills to conduct the data collection in the field
  • Work closely and provide inputs into survey digitization and deployment processes

During the survey

  • Arrange logistics for enumerators to conduct data collection in the field.
  • Provide guidance and support to the enumerators during field data collection
  • Monitor process and ensure timely delivery of data with the quantity and quality according to the work plan

After the survey

  • Obtain government review and clearance of publishing the rATA survey data and findings
  • Contribute to development of reporting, factsheets and policy briefings

 

Reporting: The consultant will work closely with the ReLAB-HS Technical Coordinator, who will support the consultant with all relevant tools required for him/her to accomplish the assignment and report to the Country Coordinator

 

Budget: The consultant will submit a budget with the breakdown of expected costs along with the work plan

 

Deliverable Results

  • Inception report
  • Cleaned datasets
  • Summary field report

 

Role of ReLAB-HS

  • Pay the consultant an agreed consultancy fee
  • Provide the necessary technical information/tools for support the activity
  • Support the consultant with arranging logistics for the enumerators
  • Oversee the implementation of the assignment

 

Time frame: The assignment shall be carried out in a period of one month from the date of signing the contract.

Professional qualifications and experience

The consultant shall possess the following qualifications and experiences

  • At least 10 years of experience in conducting national health surveys
  • At least a master’s degree in health related field including public health, Epidemiology and Biostatistics, a PhD will be an added advantage
  • Familiarity with/knowledge about assistive technology/assistive products/devices
  • Good writing, communication and presentation skills
  • Experience working with government agencies, particularly Ministry of Health
  • Experience working with USAID funded projects
