About US:
The Office of Internal Oversight Services (OIOS) was established in July 1994 as an operationally independent office that assists the Secretary-General in fulfilling his internal oversight responsibilities in respect of the resources and staff of the Organization through monitoring, internal audit, inspection, evaluation and investigation. The Office has the authority to initiate, carry out and report on any action it considers necessary to fulfill its responsibilities with regard to its oversight functions.
Key Duties and Responsibilities: Within delegated authority, the Evaluation Officer will be responsible for the following duties:
- Scopes, plans, designs and contributes as team member to inspection or evaluation assignments of the United Nations Secretariat’s funds and programmes activities and carries out all the tasks involved in the assignments.
- Reviews relevant documents and reports; liaises with relevant parties; ensures follow-up actions.
- Researches, analyzes and presents information gathered from diverse sources.
- Reviews and analyzes issues and trends, preparation of evaluations or other research activities and studies.
- Undertakes survey initiatives and other data collection activities; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or leads field missions, including provision of guidance to external consultants, and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.)
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.

- Develops, implements, monitors and evaluates assigned programme/projects.
- Provides thorough, well-reasoned written contributions, e.g., background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Develops and maintains effective working relationships.
- Promulgate coherent policies, and consistent adherence to these by clients. Efficiently uses of resources.

Qualifications, Skills and Experience:
- The applicant for the United Nations Office of Internal Oversight Services (OIOS) Evaluation Officer job should hold an advanced university degree (Master’s degree or equivalent degree) in social science, public administration, business administration, economics, or related area.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
- At least five years of progressively responsible experience in conducting programme evaluation is required.
- Experience in the use of surveys, interviews, focus groups, document analysis or other evaluation quantitative methodologies is required.
- Two years of experience conducting evaluation in an international organization is required.
- Experience in evaluating the United Nations development system is desirable.
- Two years or more of experience in data analytics or related area is desirable.
- Languages: fluency in English is required. Knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.

Possession of good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given. Ability to plan own work and manage conflicting priorities. Knowledge of management principles, policy analysis, and peacekeeping and peacebuilding arena. Tact and persuasiveness in convincing programme managers of usefulness of evaluation techniques and recommendations as a management tool for enhancing quality. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. The ability to analyze and interpret data in support of decision-making and convey resulting information to management.
- Teamwork: Works collaboratively with colleagues to achieve Organizational goals. Solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others. Places team agenda before personal agenda. Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position. - Planning & Organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.
