Job Summary: We are looking for a competent Project Manager to be based in Kampala, Uganda.
The PM will be responsible for undertaking activities within the FCA/ECHO project and will supervise all project staff in their daily implementation of activities under the project, analyzing results achieved during implementation and supporting appropriate corrective measures; maintaining strong working relationships with key stakeholders, including refugee settlement and District Local Government stakeholders. The Project Manager is accountable to the Humanitarian Programme Manager and collaborate with the Grants team, and functional department heads for better programme delivery within the donor requirements. The PM will strengthen collaboration between consortium partners at settlement level, and other EiE actors, including participation in relevant coordination meetings.
Key Duties and Responsibilities:
Implementation and management of projects/programme
- Lead in developing the annual work plan, procurement plan and budget for the project.
- Lead project launch for all project staff when new projects start.
- Support implementation of programme activities by tracking and following up on planned activities
- Support resource mobilization through thorough needs and gaps analysis in the area of operation to feed into the proposal development process where relevant.
- Liaise with rest of programme and Grants team to develop technical knowledge products/guideline and ensure their implementation for quality programming and implementation.
Monitoring and reporting
- Liaise with MEAL department to ensure a robust M&E plan to effectively monitor the delivery of the project and progress towards outcomes is developed and operationalized.
- Visit the project sites to monitor progress of implementation of activities and finances using results-based management tools and field visits on a regular basis.
- Draft reports on monitoring field visits, programme results , outputs and outcomes;
- Provide substantive inputs to the preparation of well-written and clear donor reports and ensure all donor reports are provided in time and according to donor requirements and agreed schedule.
- Conduct regular reviews of programmes progress through participatory monitoring, to determine progress of set targets and measuring stated indicators and adherence to donor rules.
Financial, Resource mobilization and External Engagements
- Monitor the implementation of the budget and collaborate with the project team to make any necessary adjustments.
- Provide valuable feedback on financial reports and project performance, including participation in monthly meetings to review budget control reports.
- Contribute to proposal writing, resource mobilization strategies, and maintaining program/project information and databases useful during resource mobilization.
- Work with the communications department to prepare relevant documents such as project summaries, conference papers, briefing notes, speeches, and donor profiles that are necessary for resource mobilization, advocacy, knowledge building, and communication efforts.
- Attend donor meetings, consortium meetings, and public information events as delegated.
- Foster relationships with consortium partners, technical committees, and working groups that are relevant for programming, implementation, and the strategic interests of the organization.
Capacity Building & Staff Support
- Guide and support staff’s development by implementing the project and following the donor’s rules and FCA’s internal guidelines.
- Collaborate with the field Area Managers to provide feedback during the performance appraisal process of the respective project staff.
- Work with HR and the Head of Programmes/quality to identify training needs for project staff.
- Identify opportunities to improve staff’s skills and provide technical and programming support in areas such as project management, implementation and reporting, and documenting lessons learned.
- Ensure that both FCA and donor branding are visible and meet donor visibility requirements.

Qualifications, Skills and Experience:
- A University degree in Humanitarian Assistance, International studies, Project Planning and Management, Social sector planning, Education, Social Work and Social Administration, Social sciences. Master’s degree in the relevant field will be an added advantage
- Knowledge of humanitarian minimum standards
- Computer Literate and proficiency in project planning and management software application.
- Working knowledge of emergency response and humanitarian – Development nexus
- Experience in networking and working with local government, international actors, UN, EU and other agencies.
- Experience of localization.
- Ability to meet deadlines and mobility in terms of being able to travel on short notice.
- Ability to write good quality reports.
