About Project:
The Infectious Diseases Institute (IDI) is working in partnership with the University Research CO, (URC) to implement the UPDF Partnership for Sustainable HIV Epidemic Control Program which aims to reduce new HIV infections among the Ugandan military population and communities surrounding military bases by 65% by 2025. The project supports the Chieftaincy of Medical Services (CMS) and the Directorate of HIV/AIDS (DHIV) to achieve control of the epidemic among its service members, their families, and surrounding communities. The project is designed to build the capacities of UPDF DHIV to perform is role of leading and coordinating the HIV response within the UPDF and focuses on HIV/AIDS care and treatment, HIV testing services (HTS), HIV clinical monitoring systems, and HIV prevention interventions.
Job Summary: The Program Officer- HIV Prevention will provide divisional level technical assistance for a breadth of technical topics, including HIV testing services, linkages, OVC, PMTCT, VMMC, Care and treatment. He/she will work at the field level to coordinate all activities and establish linkages between the military facilities and communities. Under the leadership of the Technical Advisor – HIV Prevention, the Program Officer will mentor UPDF staff and provide training support for program developed topics and interventions.
Key Duties and Responsibilities:
- Conduct capacity building for the UPDF health workers to manage, deliver and provide comprehensive HIV prevention services.
- Under the leadership of the Technical Advisor – HIV Prevention, coordinate and implement HIV prevention project activities.
- Closely coordinate with the Ministry of Health and other partners in roll out the implementation of HIV prevention services.
- Support establishment of community and facility QI teams to support implementation of HIV prevention interventions
- Work closely with the project data team to ensure regular updates of the DREAMS and KP/PP trackers and accurate and timely reporting.
- Provide ongoing TA and mentorship to the Division/Brigade level teams, aligning technical approaches with program activities, and communicating technical strategies to military leadership, regional staff and stakeholders.
- Oversee the development of work plans for HIV Prevention interventions at supported health facilities and ensure these interventions are implemented as outlined in the annual workplan, PMP, etc.
- Work with the program team to plan and implement continuous HIV prevention quality improvement activities in the supported health facilities.
- Participate in operational research activities involving the project supported health facilities.
- Identify and document best practices.
- Support a seamless HIV Continuum of care, supporting intra & inter facility, and community linkages strategies;
- Prepare periodic draft progress and final reports for HIV prevention interventions as may be required.
- Perform any other related duties as assigned by the supervisor or designee.

Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in medicine. Masters in public health will be of added advantage.
- At least three years of experience providing technical assistance in HIV
- Understanding of the structure, systems and policies of the MoH.
- Hands on experience with two or more HIV technical intervention areas, including but not limited to Behavioural HIV Prevention, HTS, PrEP, HVST, HIV commodities, supply chain management, Key population programming, DREAMS, OVC, structural prevention especially Gender based violence programs and VMMC;
- Experience working on PEPAR funded programs
- Demonstrated experience and in-depth knowledge of current HIV Prevention trends.
- Demonstrated data collection and use experience with MoH and PEPFAR MIS platforms;
- Experience conducting capacity building activities for community resource persons
- Demonstrated ability to build and maintain effective working relationships with project stakeholders and in country collaborators;
- Experience working with the military will be an added advantage
- Demonstrated oral and written English skills;
- Must have good presentation and public speaking skills;
- Excellent cross-cultural interpersonal skills.
