AIDS Information Centre (AIC) is a national Non-Governmental Organization that provides high quality HIV Testing Services (HTS), HIV Prevention, Care & Treatment, Sexual Reproductive Health Services and Gender Based Violence (GBV) Services among others through 8 regional branches, selected hospitals, health centers and antenatal clinics.
Job Summary: The Financial Accountant will ensure that all financial records at the headquarters are accurately written, properly maintained and regular/periodic returns properly compiled and submitted and to take technical lead in the budgeting process and analysing financial performance, and to provide timely, accurate and relevant information to management to facilitate financial decision making, including decisions on the best use of financial resources.
Key Duties and Responsibilities:
- Participate in the preparation of the budgets
- Take lead in the preparation of quarterly and annual regional budgets
- Prepare monthly, quarterly and annual financial reports
- Prepare payrolls, pay staff, and remit statutory obligations related to staff remuneration
- Maintain proper books of account
- Maintain up-to-date assets and inventory registers
- Monitor the utilization and accountability of funds by departments, and arrange for necessary follow-up actions
- Monitor expenditure against budgets, assess adherence to set limits and to financial policies, and advise on necessary actions
- Plan for financial resources, and organise for their availability as required
- Supervise and provide effective leadership to subordinates
- Perform other accounting duties which may be assigned by the Director Finance and Administration, in line with established policies, procedures and internal control measures
Key Outputs
- Established internal controls implemented
- Properly reconciled and balanced books of account maintained
- Monthly, quarterly and annual financial statements prepared and submitted
- Statutory payment obligations promptly complied with
- Staff, suppliers and other beneficiaries paid and in time
- Sound financial management information systems are established and maintained
- Budgeting guidelines, as well as annual and other periodic budgets produced in line with AIC work plans and GoU/donor requirements
- Preparation of requisite schedules for the annual audit.
- Financial and other resources are optimized and safeguarded
- Management reports and financial statements are prepared and issued
- Cash flow statements and projections accessed, compiled and drawn
- Recommendations made on income and expenditure reports to budget holders
- Variances between budgets and expenditures established on a regular basis
- Sound grants disbursement and management systems are established and maintained

Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in Accounting, Finance, Commerce, Statistics, Economics or any related field. Professional accounting qualification ACCA/CPA is an added advantage.
- At least five years of experience in Finance and accounting section in a financial organization
- Knowledge of financial accounting requirements of donors
- Good knowledge of international accounting standards
- Reliable knowledge of programme planning and budgeting, reporting and auditing
- Thorough knowledge of the AIC Chart of Accounts
- Knowledge of AIC policies, regulations, instructions, and rules
- Ability to analyse and evaluate data for acceptability and correctness.
- Analytical mind with strong orientation to ¬financial analysis
- Ability and experience in communicating with all levels of management regarding management information needs.
- Good interpersonal skills required in liaising with people at different levels within the bank.
- Good planning and organisation skills.
- Dynamic self – starter with a personal ambition to succeed.
- Ability to work under pressure to meet tight deadlines.
- Excellent computer skills particularly in MS Word, MS Excel and MS access, Power Point.
- The ability to communicate clearly both verbally and in written form in a professional manner is deemed essential.
- Must be a person of impeccable integrity.
