About US:

The United Nations Office on Drugs and Crime is a United Nations office that was established in 1997 to assist the UN in better addressing a coordinated, comprehensive response to the interrelated issues of illicit trafficking in and abuse of drugs, crime prevention and criminal justice, international terrorism, and political corruption. These goals are pursued through three primary functions: research, guidance and support to governments in the adoption and implementation of various crime-, drug-, terrorism-, and corruption-related conventions, treaties and protocols, as well as technical/financial assistance to said governments to face their respective situations and challenges in these fields.

 

Job Summary:  The focus of this position is to coordinate the implementation of the UNODC Country Programme on “Strengthening Crime Prevention and Criminal Justice (2022-27) in Uganda.

 

Key Duties and Responsibilities: Within assigned authority, the incumbent will be responsible for providing substantive support for the implementation of the programme in Uganda. In particular, the incumbent will perform the following specific tasks:

  • Review, monitor and analyze, on an ongoing basis, social, economic and/or political developments and trends which are relevant to crime prevention and criminal justice in general, including preventing and countering violent extremism.
  • Participate in the development, implementation and evaluation of programme activities in the country, including by supporting needs assessment, programming and other technical missions and by organizing a variety of technical assistance activities aimed at strengthening the criminal justice system in Uganda.
  • Provide substantive support to the development of relevant technical and training materials, tools and capacity-building packages, participate in national workshops, seminars and training courses for criminal justice actors and other relevant stakeholders, and deliver presentations, as required, in line with UNODC’s normative and international standards on crime prevention and criminal justice.
  • Assist in ensuring close coordination amongst co-implementing and associated programme partners in the course of programme implementation in Uganda, and in maintaining transparent contacts with national stakeholders and donors, including by attending policy-making and technical meetings, as required; clarify UNODC’s work in the field of crime prevention and criminal justice and of addressing violent extremism in Uganda to (non-) governmental counterparts, as requested.
  • Prepare and maintain a country-specific and tailored work and monitoring plan, draft related reports on programme achievements at the levels of activities, outputs and objectives in line with UNODC and donor-related reporting requirements, and prepare other written outputs, such as official correspondence, briefings and presentations.
  • Prepare budgets, monitor and report on the programme expenditures and the utilization of financial resources under the country’s portfolio and draft or contribute to financial progress reports, ensuring compliance with UN financial rules and regulations as well as applicable reporting requirements.
  • Assume other work-related responsibilities, as required, such as those related to the recruitment and supervision of consultants and/or other programme personnel; the implementation of programme activities related to procurement and/or refurbishment; and to criminal justice reform in the context of UNODC’s Strategic Vision for Africa 2030.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Ensure that requirements, background information used for data analysis are documented.
  • Perform other work-related duties as required.

Qualifications, Skills and Experience:

  • The applicant for the United Nations Office on Drugs and Crime (UNODC) Programme Officer job must hold an advanced university degree (Master’s degree or equivalent) in law, political science, social science, international relations, or related field. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least five years of progressively responsible professional work experience in crime prevention and criminal justice and related areas is required.
  • Work experience in the field of prison management and/or penal reform preferably including the management of high-risk prisoners and violent extremist prisoners (VEPs) is desirable.
  • Work experience in project management and implementation is desirable.
  • Work experience within the United Nations system or similar international organization is desirable.
  • Experience in UN system’s standards and norms in the field of crime prevention and criminal justice, in particular those related to the treatment of prisoners, is desirable.
  • Experience in delivering workshops/training courses for criminal justice officials, preferably prison staff, is desirable.
  • Experience in data analytics or related area is desirable.
  • Languages: fluency in English is required. Knowledge of another United Nations official language is an advantage.

 

Competencies

  • Professionalism: Has good knowledge and understanding of concepts, practices and approaches relevant to crime prevention and criminal justice reform, including prison management and penal reform and corresponding practical challenges, preferably including the management of high-risk prisoners and violent extremist prisoners (VEPs) and/or issues surrounding radicalization to violence and current approaches for disengaging individuals from violence. Has knowledge of the work of the UN in crime prevention and criminal justice, including penal reform, as well as standards and norms related to the treatment of prisoners. Has good project management skills, preferably including the implementation of projects in the UN or other international organizations and the preparation of narrative and financial project documents. Has sound judgment and excellent analytical and problem-solving skills, including the ability to identify and contribute to the solution of problems/issues and to address sensitive issues in a diplomatic manner. Has a broad understanding of the situation in developing, transitional or post-conflict countries. Has good training skills including the delivery and/or organization of workshops or training courses. Is able to analyse expeditiously extensive substantive documentation and prepare comprehensive reports, summaries and policy briefs. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
