Job Summary: The Shelter/Wash Officer will be responsible for the overall implementation of Shelter and WASH activities in West Nile Area. He/she will ensure the monitoring of qualitative, finance and operational aspects of project activities and the smooth implementation of Shelter/WASH activities.
Key Duties and Responsibilities:
- Adhere to NRC policies, tools, handbooks and guidelines.
- Assist a range of support with the implementation of the Shelter and WASH portfolio according to plan of action.
- Implements independently procedures and activities within own function or core competency as delegated.
- Responsible for organizing and delivery of tasks in line with priorities and standards.
- Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team.
- Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Promote and share ideas for improvement in your area of expertise.
Specific responsibilities
- Identify implementation opportunities for cash-based interventions and market-based Programmes and support staff implement quality timely Programmes.
- Contribute to creating an enabling environment for the implementation of cash-based interventions, working with support teams in the institutionalization of cash (capacity building, guidance, and SOP development).
- Support the design and development of all Shelter/WASH activities (including proposal development).
- Lead the assessment of Shelter/WASH needs assessment as regularly as required and advise accordingly.
- Monitor quality of Shelter & WASH work progress in West Nile as per the agreed proposal and budget.
- Work with the Programme support team, in particular the Logistics and Finance team on Market assessments.
- Supervise and monitor construction of Shelter & WASH facilities in accordance to approved work plan, budgets, technical specifications and/or terms of reference (ToR), in coordination with sanitation/hygiene team.
- Ensuring that all planning processes and bill of quantities are in line with budget planning, budgetary constraints and in accordance with donor requirements.
- Support and supervise the work of Shelter/WASH officers and other staff, and Contractors implementing various sanitation and hygiene promotion activities.
- Work with other team members, to contribute to the design, dissemination and monitoring of field related activities;
- Work closely with monitoring and evaluation team and ensure the M&E element of in beaded into Shelter/WASH work and implementation plan.
- Apply NRC’s minimum requirements on accountability to refugees in the implementation of Shelter/WASH and community engagement activities.
- Supervise Shelter/WASH activities in line with relevant standards, codes of conduct, and humanitarian principles.
- Sensitize the staff on environmental issues and the mitigating measures, so that NRC’s operations meet the minimum standards as set up by the Ministry of Water and Environment and NEMA.
- Ensure that the Programme take gender, protection issues fully into account. Ensure safe programming approach is undertaken at all stages of Programme implementation.
- Attend Shelter/WASH coordination meeting at Zonal, and district level as would be required.

Qualifications, Skills and Experience:
- The applicant must have Shelter and/or WASH background training in the technical field like B. Civil Engineering, B. Vocational Studies & Technological Studies with Education, B. Of Construction Management.
- Minimum of three years working experience in the field of Shelter and WASH
- Proven practical experience in the planning and execution of Shelter/WASH Projects.
- Experience in a humanitarian (emergency) and development of Shelter/WASH Programme preferably with an INGO.
- Experience in budget monitoring and budget control.
- Experience from working as Wash Officer or related position in the same field in a humanitarian/recovery context.
- Ability to develop, read and interpret structural plans, drawing and BOQ’s
- Knowledge and experience within a relevant administration, craft or technical field and ideally a relevant vocational qualification
- Previous experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Knowledge of English
- Proven ability to use MS Office software (especially Word and Excel) is essential.
- Ability to utilize ArchiCAD, AutoCAD and epanet software
- Knowledge of local language of West Nile Uganda is highly desirable.

- Ability to initiate, develop, plan and implement an integrated Programme Problem solving and analysis often involves difficult decision-making based on scenarios and unknown variables.
- Excellent communication (spoken and written) skills, including the ability to explain and present technical information.
