Uganda Electricity Generation Company Limited (UEGCL) is a Public Limited Liability Company incorporated in March 2001 under the companies Act (Cap 110), the Laws of Uganda and in conformity with the Electricity Act, 199 UEGCL started operation on 1st April 2001 and is wholly owned by the Government of the Republic of Uganda, with the head office located in Kampala. The mandate of UEGCL is to establish, acquire, maintain and operate electricity generation facilities as well as promote Research and Development in the Electricity generation sector while running the company on sound business principals.
Job Summary: The Manager Environment and Safeguards will oversee the environmental, social, and safeguards aspects of the all UEGCL Operations and Projects.
Key Duties and Responsibilities:
- Plan and coordinate the environmental and social safeguards activities for the Concession/ All Projects including community engagements and Drills.
- Initiate, Undertake and review Environmental and Social Impact Assessment (ESIA) studies for all UEGCL projects.
- Initiate, undertake and review environmental audits for the concession, UEGCL operations/projects and coordinate implementation of required actions by the relevant regulatory authorities and development partners.
- Follow up with Lead Agencies including NEMA, NFA, UWA, MAAIF, MLGSD, MEMD, MWE, MLHUD on compliance requirements including but not limited to water source protection plans, permit applications, catchment protection, tree planting and community involvement.
- Initiate, develop, review, and implement all environment and social safeguards action plans, policies, strategies and documentation as required by the UEGCL business operations and projects.
- Initiate and follow up all required statutory environmental, and safeguards permits and licences for the Concession, Projects and permits.
- Develop, design and implement system for land acquisition and resettlement action plans for all projects.
- Advise management and user departments on environment and social safeguards aspects for the Concession, Projects/Operations and review requisite Policies and strategies as appropriate for UEGCL operations and projects
- Advise on overall compliance status of the concession/Projects with government regulatory policies and regulations on environmental, social, safety and health aspects and advise on strategies to address potential and emerging issues
- Coordinate the implementation of the mitigation measures outlined by NEMA, regulatory authorities and development partners for all environmental and social safeguards aspects.
- Initiate, develop and review best practices in HSE including ISO 9001 and 14001 standards
- Initiate independent surveys, studies and reviews in consultation with the projects and operations team on aspects of concern (environmental, social safety aspects) related to the concession/projects
- Develop and implement a stakeholder engagement plan in liaison with Corporate Affairs and in Consultation with the Projects/Operations team, addressing concession/all project environmental, social, safety and health aspects.
- Initiate, plan and develop training and capacity building plans for UEGCL Environmental Officers and Sociologists
- Monitor and implement Safeguards projects including but not limited to Community Development Action Plans (CDAP) and Livelihood Restoration Projects (LRP) as per Project descriptions and in compliance to Government Policies and Regulatory Requirements.

Qualifications, Skills and Experience:
- The applicant must hold a Degree in Environmental Sciences, Natural Resources Management, Environmental Engineering
- A Master’s Degree in Environmental Management, Natural Resources Management
- Professional qualification in Environmental Impact Assessment and Environmental Audits will be an added advantage.
- Registration with NEMA for EIA/Environmental Audit Practice will be an added advantage.
- At least seven years of relevant experience at a similar level;
- Experience in undertaking EIA studies and Environmental Audits for large infrastructure projects at Team Leader Level
- Experience in contractor supervision or monitoring environmental, community development action programs, social safeguards aspects of hydropower or any other large infrastructure projects at similar level
- Demonstrated leadership and negotiation skills
- Excellent planning and organizational skills
- Strong analytical and problem solving skills
- Good communication, facilitation and presentation skills.
- Strong interpersonal skills and high level of integrity
- Computer literacy
