Job Summary: Save the Children International is currently recruiting for a Program Officer-Echo Include to be based at Kyangwali Field Office. Reporting directly to the Project Manager, the Program Officer is responsible for the planning, monitoring and implementing of the INCLUDE Project activities in line with the design and donor requirements; and supporting the roll out of best practices and models in a manner that promotes ownership and sustainability implementation of Save the Children’s INCLUDE project in Kyangwali.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

The Program Officer – Education & CP is responsible for maintaining strong working relationships with Settlement and District Local Government stakeholders, including Office of the Prime Minister, the District Education Officer, UNHCR, School Head Teachers, Refugee Welfare Council (RWC) and other community leadership structures. They are also expected to attend relevant coordination meetings including the Settlement Education in Emergencies Working Group
Key Duties and Responsibilities:
Project planning and implementation
- Plan and implement INCLUDE school and community-based project activities
- Develop activity concepts in line with the detailed annual operation plan, the budget and log frame
- Organize meetings and workshops for teachers and field facilitators to implement education project activities and models
- Track and manage activity budgets and ensure timely and cost-effective project implementation
- Produce timely, accurate, compliant and quality reports
- Participant in project management meetings and reflection forums
- Support and participate in district education Advocacy initiatives
- Conduct and facilitate community awareness raising and community mobilization
- Support logistical and administrative implementation of education project activities when needed, including preparing purchasing and payment documents.
- Maintain high standards of transparency and accountability, while planning and implementing project activities.
- Support the MEAL team and the project manager to ensure the high-quality program delivery through ensuring the MEAL (Monitoring, Evaluation, Accountability and Learning) are articulate in the program implementation.
- Responsible for documenting individual children vulnerabilities and indicators related to development of children
- Document good practices and project success stories and share them
Financial Management
- Assist the Project Manager on monthly project budgets and monthly projections.
- Ensure that all the supporting documents of financial report of all the activities are completed as required
- Ensure activities are implemented within available budgets
- Keep up to date budget trackers for activities assigned to them for implementation
Communications, Advocacy, Networking and Representation
- Represent Save the Children in relevant coordination mechanisms, and maintain strong working relationships with relevant stakeholders including OPM, UNHCR, DEO, School Head Teachers, Refugee Welfare Council (RWC) and other community leadership structures
- Attend relevant district and regional meetings and workshops at settlement level.
- Identify and profile project impact, success stories and most significant change stories, ensuring safe guarding and informed consent
- Ensure donor visibility requirements are met, and SC and Donor branding is visible

Qualifications, Skills and Experience:
- The applicant for the Save the Children Program Officer – Education & CP job must hold a degree in Education or related fields. An additional qualification such as a Diploma in Teacher Education is an added advantage.
- Two years of progressive working experience in planning and implementing Education programmes with INGOs.
- Experience of working with the Local Government, and local partners with focus on improving the learning environments is an added advantage.
- Computer skills required, including experience using MS Windows and MS Office packages (Excel, Word, PowerPoint)
- Strong analytical skills and strategic planning abilities.
- Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
- Computer literacy and excellent documentation skills are a must.
- Ability to ride Honda XL-125 Motorcycles and in possession of a valid Class A riding license.
- Availability and willingness to work extra hours during times of humanitarian responses.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
- Ability to intervene with crisis management or troubleshooting as necessary.
- Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
- Excellent time management and planning capacity.
Desirable
- Local language skills
- Must be willing to be based in the field; with a direct field time presence of 80% of working time.
- Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
