Job Summary: The Emergency Medical Services Officer will develop & implement a model (based on the Mama Rescue model) of a comprehensive and timely community health referral system, Strengthen the capacity of the regional and district coordination of emergency referrals while ensuring functional and qualitative emergency units 24/7 at regional and district referral hospitals.
Key Duties and Responsibilities:
- You develop sustainable plan of action for Emergency Medical staff and services
- You sensitize the community on their role in supporting timely transfer to health facilities.
- You develop a financial sustainability model to finance early referral system at community level
- You establish an emergency referral system from lower-level facilities to higher level facilities, including a sustainable financing mechanism for the ambulance service
- You train health staff in to upgrade their technical skills.

Qualifications, Skills and Experience:
- The ideal candidate must hold a Masters’ degree in medicine or paramedical profile or Public Health or related degree.
- Five years of experience as a Public Health Expert in the public sector and/or within an international organization
- A minimum of three years of proven experience and knowledge of Ugandan health systems especially at operational district level
- You have broad and in-depth understanding of the various aspects of international cooperation (context, challenges, strengths, partners, functioning, etc.)
- Understanding of the health sector dynamics, preferably related to access and quality of care and social determinants of health;
- Experiences with emergency care and referral system
- Knowledge of sexual and reproductive health
- Mastering methods of stakeholder participation
- Experience with qualitative and quantitative M&E methods.
- Competences in change management, learning and knowledge management;
- Clear and concise writing skills for reporting, administrative and technical documents;
- Communication, presentation and facilitation skills;
- Creative thinking and being pro-active i.e., taking initiatives and responsibility at the same time
- Good working knowledge of ICT technologies (related software, phone, email) and computer applications (e.g., MS Office).
- Ability to work on own initiative as well as a member of a team
- Ability to deal with people with tact and diplomacy
- Ability to work in a multicultural environment and to demonstrate gender sensitive and non-discriminatory behavior and attitudes
- Fluent in English, with excellent reporting skills.
