About US:
Association for Aid and Relief Japan (AAR Japan) was founded in 1979 with a mission to help refugees from Indochina, and as a civil organization without any political, religious, or ideological affiliations. It has since then grown into an international NGO approved and registered by the United Nations. AAR Japan has five main pillars of activities; 1) emergency assistance, 2) assistance to persons with disabilities, 3) landmine and unexploded ordnance (UXO) action, 4) action against infectious diseases and 5) public awareness raising about global issues in Japan. Since the beginning, AAR Japan has operated in over 60 countries. Currently, we are active in 15 countries and areas, including 4 African countries namely Kenya, Zambia, Sudan, and Uganda. AAR Japan Uganda has been operational in Bidibidi, Imvepi Palorinya refugee settlements since September 2016 to support South Sudanese refugees.
Job Summary: The Project Engineer is to provide technical assistance to construction of permanent and semi-permanent school facilities; making drawings and specifications, tendering and contracting, coordination with stakeholders, and supervising the works carried out by the contractor(s) on site. In addition, s/he is expected to provide technical support in procurement of furniture for the completed structure(s) under AAR Japan and maintenance/renovation of the AAR Japan’s office and accommodation.
Key Duties and Responsibilities:
- Provide overall technical assistance to construction projects, from their planning to their implementation and monitoring.
- Ensure all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
- Assume responsibility for overall progress and use of resources for construction works.
- Supervise, monitor and evaluate performance of the contractor(s).
- Share the progress and updates of works to Programme Coordinator /(Acting) Country Director and report in a timely manner in case of any problems at the site(s).
- Coordinate with the construction companies, partner organizations and authorities to carry out the construction activities under the project.
- Prepare interim, final and handover report of a construction project, and keep the relevant project records properly.
- Ensure a sound handing over of facilities to the project beneficiaries.
- Perform any other duties requested by the supervisors.

Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s Degree in Architectural Engineering or the relevant field.
- At least ten (10) years of experience as a qualified professional engineer.
- Experience in school construction (familiar with the Ugandan standard construction designs and guidelines for school facilities).
- Experience in and knowledge of accommodation construction, plumbing and electric facilities.
- Experience in managing and supervising construction.
- Experience in procurement, tendering and contracting processes for construction works.
- Experience in working with humanitarian/aid organizations with strong commitment in the past would be advantageous.
- Experience in working at a refugee settlement or a refugee camp would be advantageous.
- Residing in Uganda and able to station in Hoima.
- Language: Fluency in both written and spoken English. Knowledge of Kiswahili, Lunyoro, French and other locally spoken languages would be advantageous.
- Excellent drawing and designing skills using Computer-Aided Design (CAD) software.
- Excellent MS Office skills (MS Word, MS Excel etc.).
- Strong motivation to commit oneself to be a part of a humanitarian/aid organization.
- Excellent capability to manage and supervise a group of people and to report without delay.
- Strong coordination and negotiation skills with AAR Japan’s stakeholders.
- Self-driven with problem-solving skills and capability to work under minimum supervision.
- Capability to complete assignments with tight deadlines under challenging circumstances.
