Job Summary: The Programme Associate (Livelihood/Asset Creation) will provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs; and support the team through effective coordination and control of a range of business support services. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational and administrative problems on a daily basis. Job holders are expected to manage resources
Key Duties and Responsibilities:
- Provide technical support and assist in the development and implementation of various activities and processes within the resilience team, supporting alignment with wider programme policies and guideline
- Provide specialized project management support to specific and/or defined resilience programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
- Assist the activity manager in planning, monitoring, and reconciling budgets to ensure that planned financial resources are used effectively.
- Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
- Contribute to planning, monitoring, and processing administrative actions related to procurement, finance, human resources, travels etc., including contracts with external vendors and partners.
- Answer a range of queries related to the provision of administrative services in order to support the resolution of daily issues for the social protection and resilience sub-unit.
- Support the preparation of Country Briefs, Pipeline Narratives, Annual Country Report (ACR), Annual Performance Plans (APP) and other reporting requirements, in collaboration with the Area and Field offices, monitoring & evaluation and resource management functions.
- Ensure that the resilience teams’ monitoring systems and tools are in place and compliant with corporate standards, including establishment and monitoring of targets in alignment with the updated corporate results framework (CRF).
- Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
- Ensure and/or perform accurate, timely recording of data and consistency of information presented to stakeholders, including through establishment and management of information and knowledge repositories.
- Liaise with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
- Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
- Support, as required, the Social Protection and Resilience sub-unit.

Qualifications, Skills and Experience:
- The applicant must hold a Bachelor’s degree in administration, business, social sciences or related fields. A post-secondary certificate in an area relevant to social protection and/or resilience is desirable.
- At least six years of relevant and progressively responsible professional work experience, including in international development or humanitarian assistance, with experience in general administrative work and preparation and management of budgets
- Knowledge of common business processes, practical business support methods, procedures and systems used for WFP Programme management, gained through technical training and work experience.
- Ability to analyse and interpret financial data and monitor budgets.
- Has worked with other functional teams (e.g., Partnerships, Procurement, HR, RAM)
- Good communication skills, in order to provide support to a wide range of individuals.
- Languages: Fluency in oral and written English, including strong writing skills.
