HI in Uganda is currently implementing development and humanitarian interventions in six sectors/thematic areas: Livelihood, Mental Health and Psychosocial Support (MHPSS), Physical and Functional Rehabilitation, Inclusive Education, Inclusive Health, and Inclusive Humanitarian Action (IHA) to improve access and quality of services to the most vulnerable people including persons with disabilities promoting a more inclusive and harmonious society
The Region
Launched in August 2020. the Region is known as the East African Region (EAR), encompassing 3 countries (Kenya, Rwanda, and Uganda). The regional programme hub is based in Kampala, Uganda. The regional set-up is complete, led by the Regional Director and the Regional Senior Management Team.
The three countries each have vibrant programmes, with experienced staff and strong presence in both humanitarian and development contexts. HI in Kenya and Rwanda have been operational since the early 1990s, and Uganda since 2017.
All three countries implement a number of projects under similar technical domains such as Rehabilitation, Mental Health and Psychosocial Support, Inclusive Education, Livelihoods and Resilience but each also have their own specific technical focus in other areas. The Programme works with local partners, and ensure strong advocacy on the rights of persons with disabilities.
The security context within the Region is calm and stable, but are naturally affected by the instability in countries like the Congo and South Sudan.
Job Summary: The Regional Technical Unit Manager will ensure technical quality and oversight across all three countries, along with driving the EAR Programme Strategy in line with the global priorities. Fluency in French and English will be an essential requirement.
The position is both a regional and country level one and will require travel not only within Uganda to the project sites, but to Rwanda and Kenya. Travel requirements between the 3 countries will be determined in consultation with the Regional Director and the Kenya and Rwanda Country Managers.
The Technical Unit Manager contributes to the implementation of HI mandate and 10-year strategy within his/her programme. He/she is the driving force behind the technical quality development of the social missions within his/her scope, and ensures that the quality and impact of the projects implemented in the programme are optimised, in line with the priorities defined in the Technical Strategies
The Technical Unit Manager is responsible for the field specialist teams, MEAL/IM teams and Business Development.
Key Duties and Responsibilities:
Management
- Exemplary Manager: embodies HI’s values on a daily basis, and is a role model.

- Manager: organises the operational management of his or her team, structures the work around identified processes, steers performance, and facilitates problem solving.
- Manager 1st HR & Coach: contributes to the development of its employees, creating the conditions to enable their commitment, their professionalism and their attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behaviour.
Strategy and management
- Contributes to the development of the operational strategy (StratOp) in line with the HI Strategy, StraTechs and Development Plans (notably 3I and Emergency),
- Leads on the elaboration of the operational framework in the programme STRATOP, based on an analysis of the sectoral context and following the StraTechs, in liaison with the operational teams
- Ensures the deployment of cross-cutting approaches within programming and promotes cross-sectoral synergies. Propose the design of the programme’s technical set-up (including project specialists and technical profiles) according to the key priority areas and the skills of the project leaders. (max 3 SPOs per programme ie).
Development of the social mission with Business Development
- Defines the programme’s funding strategy for new themes or innovations in existing sectors ensures the development of opportunities for each theme within its perimeter, steers the geographical development of HI sectors, and ensures the conformity of the technical proposal with nexus issues.
- Provide support to the Programme Director and Area Managers in exploring the development of new value propositions (including needs assessment, feasibility, strategic alliance, major contracts, private fundraising, etc.)
- Lead the development and implementation of the fundraising strategy, in coordination with the Country Managers / Operations Manager / Bus Dev Officer, and support the affiliated countries in the development and implementation of their fundraising plans.
- Ensures the transformation of opportunities within the region
- Produces and drives the design of major (multi-country, single or multi-theme) or new projects in the region
- Identifies and develops regional or local partnerships and/or consortia with NGOs, institutions, companies on technical priorities or important issues in the region.
Quality standards and expertise / With the MEAL and technical profiles of the Programme
- Controls and monitors the technical quality and relevance of HI activities within its scope
- Ensures that project leaders receive appropriate technical (and methodological) guidance and support.
- Ensures quality control of projects and the programme and issues alerts and recommendations.
- Follows up the implementation of the recommendations of support, evaluation or audit missions, if any. e. Ensures a local sectoral watch and collects good practices
In relation to MEAL missions:
- Improving the quality of project management processes, as defined by the Planning
- Measuring the effects
- Establishment of accountability mechanisms vàv beneficiaries
- Contributes to the ownership of programme and HI learning frameworks and methodologies globally
- Project support on monitoring etc.
- Ensures that specialists develop a local professional channel/talent pool and contribute to the animation of the professional channel of the technical divisions and that of the MEALs
- Ensures the development of research and innovation projects in the region, where appropriate (in conjunction with the 3I division)
Ensure external representation and promotion of HI’s expertise in its field.
- Represents HI’s expertise in all relevant networks (including clusters).
- Supports the specialists and the PD in the representation towards partners, institutional donors and authorities.
- Contributes to advocacy (including evidence-based) on specific issues, in line with the StratOp and federal advocacy priorities.
- Contributes locally to communication messages, in line with the StratOp and federal communication priorities.
Emergency preparedness and response responsibilities
- Leads the emergency preparedness actions in his/her department and, in case of emergency, reorganizes the priorities of his/her team according to the humanitarian imperative, in order to ensure a rapid and efficient response from HI

Qualifications, Skills and Experience:
- The applicant must hold a Master’s Degree in the relevant fields of intervention sector/international cooperation/development and humanitarian Action
- At least five years of experience in humanitarian development with experience in project management (multi or complex)
- More than five years of working experience in management of teams in humanitarian or development programs
- Previous working experience with HI is an added advantage
- Demonstrated capacity building and training of teams
- Previous experience working in humanitarian/development programs in Africa
- Previous experience in remote control programs
- Experience setting up systems and procedures in new structures
- Fluency in both English and French
