Job Summary:  The Protection Assistant will monitor protection standards, operational procedures and practices in protection delivery in line with international and national standards and provides quality, timely and effective protection support to people we serve and identifies opportunities to mainstream protection methodologies and safeguards in Uganda’s operational responses. They as part of their duties may liaise externally with local authorities and partners on protection issues as guided by the supervisor. The Protection Assistant will also ensures that displaced people we serve are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners. All NRC staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of NRC which includes the IASC regulations and other relevant accountability frameworks.

 

Key Duties and Responsibilities:

Support the Protection unit with regular activities including but not limited to;

  • Identifying protection risks, including persons with specific needs requiring more targeted services or case management and ensure appropriate support.
  • Conduct basic counselling to clients visiting NRC Access Centres with protection concerns and provide information/referrals according to assessed needs.
  • Promote active community participation through involving beneficiaries, intermediaries and local leaders in the planning and implementation process on matters relating to protection of refugees.
  • Facilitating participatory assessments to ensure open dialogue with communities are promoted throughout the year; with a calendar of consultations promoted to cover different topics of interest. Ensure that information collected feeds into the protection strategy and programming as well as that feedback is provided to the community.
  • Monitoring the Complaint and Feedback Mechanism (CFM) and ensuring compliance with the SOPs for CFM and with the Accountability to Affected Populations
  • Submit protection data for entrance into excel sheet/ Access and ensure documentation of all protection cases
  • Protection monitoring including regular individual case management for cases undergoing case management to determine progress/emerging, as well as offer support through verifying existing caseload document challenges on delivery and utilization of protection inputs as directed by the team lead in line with the protection standards.
  • In collaboration with the team leader, liaise, consult, and work in partnership and co-operation with stake holders to facilitate project implementation.
  • Carry out delegated responsibilities in the absence of the project officer.

  • Refrain from supporting any engagement in actions that compromise the safety and well-being of children below 18 years old and or sexual exploitation of children.
  • Refrain from any involvement in criminal or unethical activities, activities that contravene human rights, or activities that compromise the image and interests of NRC and other humanitarian agencies.
  • Ensure a strict adherence to data protection, protection principles and case management SOPs always including respect of confidentiality, dignity and safety of persons of concerns.

Qualifications, Skills and Experience:

  • The applicant must hold a university degree in Law, refugee studies, social science, Psychology, Specific needs, international relations, or a relevant field.
  • At least two years of previous job experience relevant to the function considered an asset.
  • Applicant must have legal residence in Uganda.

Desirable competencies:

  • Good computer skills
  • Fluency in English and any other local language
  • Excellent oral and written communication skills
  • Strong research, analytical and drafting skills
  • Excellent oral communication skills
  • Ability to work independently with minimal supervision, as well as within a team
  • Good time management skills
  • A high level of computer proficiency, with familiarity with electronic databases preferred and proficiency with Microsoft Word and Microsoft Excel required.
