Job Summary: The Quality Control Officer shall report and provide direct assistance to the Manager Security and Documentation in managing the Bank’s overall Security and Documentation process. Support with the creation/verification of the Bank’s security documents within the set parameters to ensure proper and enforceable security documents whilst meeting customers’ expectations in line with the Bank’s strategy.
Key Duties and Responsibilities:
Accountability; Security & Documentation (80%)
- Receive loan documents, instructions and acknowledge receipt of documents from RCU Business Banking and CIB Banking segments Relationship Managers. Forward the work to the Securities and Documentation officers for execution and ensure its correctly input in the Collateral Management System.
- Check that the facility letter requirements correspond to the attached documents.
- Once security documents have been perfected, check that documents are complete, correctly stamped, that all required duties have been paid, and review documents received against facility letter requirement. Check all details on the securities checklists.
- Sign off security confirmation certificates/ confirmation form.
- Follow up executed documents (e.g., deeds, charge documents etc.) from both customers and lawyers.
- Action all daily, weekly, monthly and quarterly diary reports and status reports related to perfection of securities and maintenance of securities to conclusion. This includes requesting renewals for securities that are about to expire and cases that are outstanding with external parties (customers, registrars, valuers etc.).
- Respond and attend to general correspondence related to security perfection and maintenance.
- Follow up on remediation actions agreed on Bank securities held. If a single set security covers multiple loans, action the transfer of securities by ensuring that the references between the loans and the new securities are updated.
- Complaints Handling – Record all complaints received in the complaints register and resolution should be within 48 hours – beyond this please escalate to Line Manager. There should be evidence of complaints resolution.
- Review and ensure all documentation entered in collateral management system is properly input.
- Respond and attend to general correspondence related to security perfection and maintenance.
- Work with Commercial and Retail to drive business as usual (BAU) against SLA/Target/Audit and seek innovative solutions to improve performance which will ensure delivery of Absa Bank Goals.
- Ensure that payments to lawyers and valuers are processed.
- Through effective controls, governance and quality audits/sampling, ensure that risk is identified, and appropriate procedures are put in place to mitigate risk and reduce losses to the Bank.
- Ensure that all source documents and customer instructions bear relevant stamps and appropriate branch authorizations.
- Prepare pre-requisite charge documents as per the facility letter and forwarding instructions from relationship managers to the external lawyers.
- Deputize the Manager S&D in their absence.
- Arrange for courier of security documents to the branch network or attorneys.
- Review release documentation before release of securities.
- Conduct monthly call over in respect to all releases of titles made by the Bank to ensure they have all been done in accordance with the Bank’s required process.
- Review valuation instructions before they are sent to the valuers. Ensure that the proper Bank process is followed.
- Ensuring that records are stored professionally.
- Minute secretary to archives meetings and any other official duties as assigned.
- Distribute snap checks as required in the Bank’s process manual.
- Review and ensure the vault key holders adhere to the key holding procedural requirements.
- Constantly check valut storage chubs and ensure functionality and are properly maintained.
- Ensuring that all records are easy to retrieve by referencing all documents that are sent to archives. (indexing)
- Share monthly status report on all files in archives with the Bank’s Credit team, legal and other stakeholders
- Filing of securities in the vault.
Accountability: Control: 10 %
- Ensure critical controls are being observed.
- Take active participation in snap checks allocated by the line manager and resolve snap check findings within set resolution timelines.
- Reconcile internal accounts as allocated and resolve out standings under advice to the team leader/manager
- Identify new and emerging risk associated with the security perfection process and maintenance of Bank Securities and escalate to the line Manager.
Accountability: Ad hoc Functions: (10%)
- Compile management information (MI) on personal productivity, outstanding security documentation by Relationship Manager and for Retail and other related activities.
- File correspondence for ongoing cases.
- Interface with external lawyers on all issues related to the perfection of securities.
