Job Summary:  Our client, is seeking to hire a Digital Economy Programs Manager based at their head office in Kampala. The role is responsible for Implementing of the Program’s initiatives with MSMEs, coordinate MSME’s in the program’s key verticals of Agriculture and Education and have additional oversight over the program’s MERL and Impact roadmap.

While supervising the Engagement Coordinator MSMEs, MERL & Impact Associate and MERL & Impact Associate, The Digital Economy Programs Manager will be supervised by Lead, Digital Economy Program.

 

The role is expected to establish a partnership with the Federation of MSME’s and co-design interventions with the Federation to leverage their membership numbers and digital learning programs to implement DE’s Digital Skilling mandate. The role will also play a strategic role in supporting the Digital Economy’s broader measurement, evaluation, and learning agenda on both program and institutional levels.

 

Success in this role requires experience in the MSME sector e.g., providing business development support and investment readiness to MSMEs, understanding the challenges in finance, markets, and technology that MSMEs face.

 

Key Duties and Responsibilities:  

MSMEs:

  • Work with policy and advocacy support partners to convene entities with gateways to MSMEs and private sector, to co-design implementations that will deliver digital literacy campaigns to MSMEs countrywide.
  • Business development – help in creating a strong pipeline of MSME stakeholders to partner within the market.
  • Create linkages with solution providers who enable small businesses to grow through access to finance, business development and business resilience support, as well as process digitization.
  • Contribute to the strategic planning, design, standardization, and integration of Community Pass’s Digital Rails into the day-to-day business operations of MSMEs that serve bottom of the pyramid communities.
  • Maintain an understanding of the Digital Economy program and its partners, including related Youth in Work (YIW) initiatives, Digital Transformation ecosystem, and key players.

MERL and Impact:

  • Provide strategic support to the program’s MERL/Impact team in implementation of overarching program MERL/Impact deliverables
  • Cultivate and manage collaboration relationships with partners in the Young Africa Works partner ecosystem
  • Work closely with TIV regional staff, Project Management Office (PMO) MERL staff, external consultants, and implementing partners in designing an impact roadmap that will ensure the program meets its Impact objectives.
  • Work collaboratively with the Project Management Office (PMO) MERL Lead to project performance measurement and related analysis for quarterly, mid-year and final performance and learning reports for internal and external stakeholders.
  • Work closely with the PMO to develop and maintain an annual schedule of evaluation and data management activities
  • Work closely with the PMO to facilitate MERL and Impact technical training, capacity support, and coaching to program staff and partner companies remotely and through site visits as needed.

Qualifications, Skills and Experience:

  • Bachelor’s degree in Business, Social Sciences, economics, monitoring and evaluation, international development, or relevant field required. Master’s degree preferred.
  • At least five years of experience in supporting MSME’s at various levels and engaging stakeholders at organizational and policy setting levels.
  • Three to five years of program implementation experience in a technology enabled environment.
  • One to three years of supervisory experience in a development focused, not for profit organization
  • Familiarity with the barriers and societal challenges that young women and youth face and demonstrated commitment to be part of the solution in helping them overcome those barriers.
  • Experience using the current landscape of workforce development training programs for bottom of the pyramid communities.
  • Experience conducting program evaluations focused on youth/women education and workforce development initiatives at a nonprofit organization preferred.
  • Program implementation experience with nonprofit organizations that work with youth and women would be an added advantage.
