Job Summary: The Temporary Procurement Specialist is primarily responsible for procuring goods and services in compliance with MSH procurement policies and procedures. S/he collects proforma invoices on approved purchase requisition, seeks quotes, prepares offer analysis and purchase orders, checks quality of items to be purchased, S/he maintains procurement databases including supplier list, transactional databases, and standards to ensure procurements are effective, timely and cost effective.
Key Duties and Responsibilities:
Procurement of goods and services (70%)
- Handle the procurement for goods and services in line with local laws and regulations, MSH policies and standard operating procedures, and donor requirements.
- Receive and track approved Purchase Requisitions for goods and commercial services; verifying Purchase Request forms to ensure that requirements and specifications of goods/services are indicated, and proper authorized approval is obtained.
- Identify sources, collect quotes in country, select and negotiate with the vendors, handling all due diligence processes required are done before raising Purchase Order.
- Maintain the procurement tracker, recording complete purchase requests and updating it with status of the procurement requests and ensuring weekly status is up to date.
- Ensure that vendors are paid timely in line with the agreed terms and standards in place. Ensure vendor payment requests / invoices are submitted timely and fixed cost orders are tracked and that supplies are within the issued order periods, costs and quantities.
- Support procurement process documentation particularly during procurement committee deliberations and attend to requested process stages support of above threshold transactions.
- Ensure that actions are governed by the highest standards of personal and business conduct as stipulated in the Procurement Policy Guidelines.
- Support documentation of procurement processes and filing documents on the m-drive
- Conduct Preventing Terrorist Funding for vendors using Excluded Parties List Violation (EPLS) for vendor selected to supply goods/services.
Receipt of goods, Filing and Standard Procurement Tracker update (20%)
- Arrange for receipt of delivered goods, receive invoices from suppliers and ensure proper documentation for payment processing.
- Inform supervisor about discrepancies or if goods purchased are not of routine nature
- Maintain and update project standard procurement tracker and following up vendor deliveries
Other (10%)
- Actively contribute to maintaining teamwork, discipline sound work relationships and productivity.
- Perform other duties as may be assigned from time-to-time

- Support documentation of procurement processes as required and staff trainings /update refresher training in procurement standards and processes

Qualifications, Skills and Experience:
- The applicant must hold a Degree in Procurement, Business Administration, or other relevant training, CIPS qualification is an added advantage
- At least three years of procurement experience in a busy organization in supplier sourcing, bids analysis, negotiations, and procurement reporting
- Preferred: INGO procurement experience is a plus
- Practical knowledge and understanding of procurement processes
- Sourcing/tendering
- Strong analytical and computational skills
- Vendors offer/bids/price analysis
- Good negotiation skills
- Knowledge in USAID Procurement rules and regulations
- Strong computer skills. Experience with Microsoft Office, presentation software, and e-mail and Internet packages.
- Strong organizational skills, attention to detail, and ability to work under time constraints and meet deadlines, and to work independently and take initiative.
- Good interpersonal /intergroup skills
- Commitment to uphold high standards of moral and ethical business practices.
- Written and spoken proficiency in English.
- Track record demonstrating high integrity, reliable and dependable
- Ability to work with minimal supervision
- Ability to work under pressure and is flexible
