Yalelo (U) Limited is a tilapia fish farm that was established in Uganda in 2019. The farm is located in Butembe, Buikwe district on the shores of Lake Victoria. Yalelo Uganda is a subsidiary of First Wave Group B.V; a Dutch company with a portfolio of aquaculture related assets in Africa. First Wave Group owns and operates Yalelo Zambia, a pioneer of Aquaculture founded in 2011 that has grown quickly to become the leading fish farm in Zambia and among the largest aquaculture farms in Africa.
Job Summary: The Technical Procurement Officer is a multi-faceted role aimed at supporting the Procurement department on all procurement workstreams but with a focus on technical procurement including but not limited to Production projects, Electrical Engineering, Processing and Distribution, Mechanical Engineering and Civil Engineering. The role involves working as a member of a team that covers procurement across the whole business and the Technical Procurement Officer will have to support on other areas such as Feed Supply, Consumables, and International Logistics
Key Duties and Responsibilities:
- Maintain Vendor compliance and due diligence across all Procurement workstreams.
- Maintain up to date and timely information on all technical vendors within the company vendor master list.
- Maintain accurate and timely statement of accounts for all vendors within technical procurement portfolio.
- Execute seamlessly and efficiently all company stakeholder Purchase Requisitions with effective and timely communication throughout the procurement process.
- Maintain effective use of RFP and RFQ templates to seek best value for money for YU.
- Always seek to gain optimum results for value for money, lead time and compliance
- Handle raising Purchase Orders to vendors
- Handle receiving accurate and checked EFRIS Invoices from all vendors where possible
- Ensure Finance teams receive timely and accurate invoices and that all are filed according to the department SOP’s
- Pro-actively follow up and raise questions with Legal and Compliance Manager and Finance teams to ensure absolute compliance and due diligence protocols are followed, terms and conditions are clearly communicated and timely payments to vendors are made
- When required draft framework contracts, full contracts, Service level agreements and ensure they are legally sound and compliant before senior management sign off.
- Execute technical international purchases and guide user departments on the specifications where necessary.

Qualifications, Skills and Experience:
- The ideal applicant must hold a Bachelor’s degree in Procurement & Supply Chain Management
- CIPS Level 3 qualification is an added advantage.
- Two to three years’ experience in working with a busy firm
- A wide-ranging understanding of the wider business as a whole
- Experience in technical procurement such as Civil Engineering, Mechanical Engineering, Aquaculture production, Electrical Engineering.
- Ability to establish workable, lasting, and cost-effective solutions to ongoing problems
- Capability of making effective decisions often in short notice and emergency situations
- Good communication and Interpersonal skills
- Must hold key attributes such as professionalism, integrity, confidentiality, innovative thinking, and a strong pro-active work ethic.
- Should be flexible and able to multitask.
- Should possess excellent communication and interpersonal skills together with a positive attitude.
- Should be willing to work in the field and outdoors on a regular basis effectively maintaining a hands on and eyes on approach to process, procedure, and operating standards.
- Hold the ability to work independently and effectively and at times under pressure or without instruction.
- Ability to coordinate more than one project at a time.
